Automatic Dependent Surveillance-Broadcast
On Nov. 17, 2011, the Federal Aviation Administration announced the availability of a report from the ADS-B In aviation rulemaking committee, titled “Recommendations to Define a Strategy for Incorporating ADS-B In Technologies into the National Airspace System.” This committee was convened at the FAA’s request to provide a forum for the U.S. and international aviation community to provide recommendations on a global strategy to proceed with ADS-B In, while ensuring compatibility with the standards adopted for ADS-B Out. The FAA is currently reviewing the report to evaluate the appropriate course of action. On June 30, 2010, the FAA chartered the ADS-B In aviation rulemaking committee.The ARC specifically was tasked to provide recommendations for proceeding with ADS-B In, while ensuring compatibility with the ADS-B Out aviation standards set forth in Title 14 of the Code of Federal Regulations Sec. 91.225, ADS-B Out equipment and use, and Sec. 91.227, ADS-B Out equipment performance requirements. The ADS-B In aviation rulemaking committee’s report submitted to the FAA on Sept. 30, 2011, is available for review online at www.faa.gov/nextgen/portfolio/trans_support_progs/adsb/.

Line Maintenance
The following information is from Federal Aviation Regulations Part 145 and Federal Aviation Administration operations specifications. QUESTION: Does a repair station need to have the ratings that its line maintenance authority is based on? ANSWER: Yes, the repair station must hold the rating and/or capability to perform the required maintenance in addition to the line maintenance authority. § 145.205 (d) states, “Notwithstanding the housing requirement of § 145.103(b), the FAA may grant approval for a certificated repair station to perform line maintenance for an air carrier…” However, there is nothing to override the requirements of § 145.201(a), which mandates that a certificated repair station may perform maintenance on any article “for which it is rated and within the limitations in its operations specifications.” In addition, the operations specifications issued by the FAA states, “This line maintenance authorization does not constitute a rating. The certificate holder must be appropriately rated for the type of work performed under a limited rating or class rating to perform inspections and minor maintenance associated with this line maintenance authorization.” So, yes, any authority you have for line maintenance must be included, and cannot exceed your ratings and limitations, referenced in § 145.201.

FAA Policy
FAA order 8900.1 volume 6, chapter 9, section 19, Inspect Work Performed by a Canadian-Approved Maintenance Organization, has been amended to incorporate new information for inspecting work performed by a Canadian-approved maintenance organization.
