Only a Few Today… Maybe a Lot Tomorrow
Federal Aviation Administration authorization. According to Mark Steinbicker, FAA performance-based flight systems branch manager, during the next few years, a new group of approaches may appear, which will not require authorization beyond that contained in the aircraft flight manual (or supplement). While opinions vary, avionics shops may find a significant business opportunity in equipment to fly those approaches. But first, a little review is necessary. RNP Defined As most readers of Avionics News already know, the acronym RNP stands for required navigation performance, and it is usually followed by a number denoting the performance requirement in nautical miles. RNP-10 and RNP-0.1, respectively, refer to 10 nautical miles and 0.1 nautical miles performance. But, the requirement goes beyond simple accuracy to include availability, integrity and continuity. In simple terms, to fly an RNP-1 procedure, the avionics, aircraft and pilot are required to maintain aircraft position within one nautical mile of the desired track 95 percent of the time, and, at all times, the pilot must be informed whether or not the avionics and aircraft are achieving the goal. Why is this significant? In a word: Access. Today, instrument approaches to many airports are limited by terrain and airspace complexity. Palm Springs, Calif., is a good example of the terrain issue – with mountains to the east and west, the only approach available without RNP requires a mile-and-a-half visibility and a ceiling no lower than 1,823 feet above the airport surface. By contrast, with RNP-0.17 capabil-

or some time now, new acronyms have been appearing on certain instrument approach plates. For example, at Palm Springs, Calif., three approaches carry the title RNAV(RNP), followed by a letter and a runway heading. These approaches offer considerably lower minimums – under ideal conditions, RNAV(RNP) Z to runway 13 right, for example, gets down to just 300 feet above the runway – more than a thousand feet lower than the VHF omnidirectional range or GPS-B (the only non-RNP option) at the same airport. But, there’s a rather large catch: Current RNAV(RNP) approaches carry a prominent note that says “authorization required.” The requirements to fly RNP-AR approaches are so onerous that only a handful of nonairline operators have received
