ADS-B Equipment
The following information is from Civil Aviation Safety Authority regulations advisory circular AC 21-45. QUESTION: To be compliant for ADS-B, can I only install equipment approved and listed in appendix D of AC 21-45? ANSWER: No. The current AC, as it stands, is badly worded and misleading. Appendix D only lists equipment that has been installed and submitted to CASA for acceptance and subsequently accepted by CASA as ADS-B compliant. It is not a comprehensive list of the only approved equipment. Aircraft owners can install any brand or model of equipment they desire, and, providing they meet the requirements of the AC, they will be ADS-B compliant. While appendix D is misleading, the body of the AC clearly provides detailed information of the performance standards required for both the global navigation satellite system and the transponder that must be met for the equipment, as well as the input/output parameters and the data sources necessary to meet the minimum requirement to be ADS-B compliant.

To have a complying ADS-B system, follow a few basic steps. 1. Select equipment that meets the standards in the AC. 2. Use CASR Part 21M or STC-approved data for the installation as required by the AC. 3. Execute the necessary post installation checks to ensure correct function and data output as required by the AC. 4. Apply to CASA for acceptance. If each step is correct, acceptance is guaranteed. By following these steps, it is not possible for an aircraft owner to end up with an aircraft full of expensive, non-complying equipment, since the second step provides the safeguard against this. The Future of this AC The AEA has been actively working with CASA to clarify this AC, and we have been successful in getting a re-write. An NPRM for this AC will be issued shortly, which will attempt to clarify the appendix D issue. The AEA is still lobbying to have appendix D completely removed, along with the requirement to have CASA accept the installation.
