The Unyielding Juggernaut: Change is Slow

Merlin Preuss (former director general civil aviation, Transport Canada) hat does it say when national aviation authority officials make a retirement living consulting to the industry they were unable to fix when they managed the system? Is the juggernaut too big, too complex or just too unyielding to be fixed? Merlin Preuss now works as the vice president of government and regulatory affairs for the Canadian Business Aviation Association. In addition, the former manager for airworthiness & maintenance at the Australian Civil Aviation Safety Agency is now the executive director at the Aviation Maintenance, Repair and Overhaul Business Association. And, former managers of the Federal Aviation Administration Small Airplane Directorate and Flight Standards, as well as the two previous managers

of the Flight Standards maintenance division, all lead their own consulting firms assisting customers in challenging the FAA for proper implementation of the aviation regulations. Now, please do not jump to the conclusion I begrudge any of them for their post-government employment – I do not, and I wish them all the best. However, I question why their passion couldn’t have affected change while they were inside the various organizations rather than waiting until they were outside. I have worked with all of these individuals for years. Without exception, each person recognized the challenges facing small businesses every day and the passion to make changes. So, what happened? For the purposes of this article, I will focus on the FAA and speculate

the same can be said of the challenges faced by all NAAs. The FAA is, by all accounts, simply a juggernaut with broad responsibilities, which drives it in every direction imaginable, often by illogical national politics rather than scientific results of safety analysis. The FAA’s lines of business include: Air Traffic Organization; Aviation Safety; Airports; and Commercial Space Transportation. With only four lines of business, you might ask why we have the problems we have and why can’t “our needs” be addressed. First, understand this is a major corporation with just less than 50,000 employees. Second, while the majority of our activities are affected by the Aviation Safety office, we are tangentially impacted by the other
