Notice of Proposed Amendment 2012-02 issued in March identified the intention of the European Aviation Safety Agency to issue a new acceptable means of compliance material in regards to the approval of the airworthiness and operational considerations of the installation of an electronic flight bag. The proposal includes a new AMC 20-25 and an associated new version of ETSO-2C165a on airport moving map display, as well as a draft opinion to the European Commission to amend the air operation requirements in regards to EFBs. This proposed AMC will eventually supersede and replace the currently used JAA TGL 36. The new AMC would apply to operators for commercial air transport, to type certificate and supplemental type certificate holders, as well as ETSO authorization holders if such equipment is installed and used. This AMC proposal is largely harmonized with FAA AC 120-76A – guidance for the certification, airworthiness and operational approval of electronic flight bag computing devices. Comments should be received by EASA no later than June 18, 2012.

RTCA/EUROCAE
As indicated in the previous issue of Avionics News, EUROCAE issued the new revised ED-12C, which is the equivalent to RTCA DO-178C. A number of related documents, such as ED-109A – software integrity assurance considerations and ED-215 – software tool qualification consideration, have been issued concurrently. Also recently published was the latest ED-179B – MASPS for enhanced vision systems, synthetic vision systems, combined vision systems and enhanced flight vision systems. This document addresses the related performance standards to these technologies.

News & Regulatory Updates
In March 2012, the Civil Aviation Safety Authority updated advisory circular 66-2(4), list of aircraft type ratings for CASR Part 66 licenses. This AC provides guidance and information to personnel who seek or have a CASR Part 66 aircraft engineers license and approved maintenance organization who employ CASR Part 66 license holders. q
