were already agreed that they could be part of the instruction for continued airworthiness provided by a design approval holder: • Airworthiness limitations section, which may be a separate document or part of another document. • Aircraft maintenance manual. • Schedule maintenance programme (manufacturer recommended programme). • Component maintenance manuals or component overhaul manuals. • Illustrated parts catalogues. • Wiring diagram manuals. • Weight and balance manuals. • Service bulletins. • Airworthiness directives. • Electrical loads analyses. • Extended-range twin-engine operations (configuration, maintenance and procedures). • Supplemental structural inspection document. • Data associated with repairs or alterations. • Certification maintenance requirements. • Aging aircraft maintenance. • Fuel systems maintenance (for example, critical design configuration control limitations). • Electrical wiring interconnection system. • Corrosion prevention and control program. • Key safety information. However, it also was identified that as soon as a certain document, such as a CMM, or part of the document is referred in the ICA, it becomes an ICA, and this fact is not appropriately reflected in the regulation. Consequently, more guidance will be produced. It was agreed that the responsibilities of the DAH should be the same whether or not he or she develops the ICA or refers to a document developed by somebody else. Expect more to come on this topic. For AEA members involved in the maintenance or alteration of European registered or operated aircrafts, the new commission regulation (EU) 965/2012 containing the new technical requirements and administrative procedures related to air operations in the Commercial Air Transport environment were issued in October. The regulation, called the Part-CAT and the related AMC and Guidance Material, are available on the EASA and EU websites.

The Australian government’s Civil Aviation Safety Agency advised that acceptable means of compliance/guidance material – CASR Part 42 – continuing airworthiness requirements for aircraft and aeronautical products, has been published. Part 42 continuing airworthiness requirements for aircraft and aeronautical products sets continuing airworthiness requirements, including requirements for carrying out maintenance, for aircraft and aeronautical products to which this Part applies.

With the new regulatory structure in Australia, what is the difference between an acceptable means of compliance and a guidance material?

ANSWER:

An AMC explains how one or more requirements of the Civil Aviation Safety Regulations 1998 (CASRs) for the issue of a certificate, licence, approval or other authorization can be met by an individual or organization applying to the Civil Aviation Safety Authority for the authorization. Guidance material provides explanations and amplification of a CASR policy intention, rather than a means of complying with it. Guidance material should be read in conjunction with the applicable CASRs and AMCs.
