authorities. The Rotorcraft Forums
are an ideal venue to discuss the challenges of installing modern avionics
and other lifesaving technologies.
Share the challenges with me so I can
represent your issues before the FAA.
Part 21 ARC Update
And speaking of representing your
issues before the FAA, the AEA also
is represented on the Part 21 ARC.
The charter for this committee is
twofold: process improvement and
incorporation of the tenants of safety
management in aviation production.
Specifically, in its May 2012 report
to the FAA, the Aircraft Certification
Process Review and Reform ARC
(which the AEA participated) “recommended that the FAA undertake a
review to update Part 21 certification
procedures to reflect a systems safety
approach to product certification
processes and oversight of design
organizations.”
This is an area where AEA members can really help. The ARC has a
high-level focus with the intent of
having hands-on working groups
working specific issues. This is
a call for volunteers. We need to
know who is available to assist at
specific levels. Our areas of interest
are component manufacturing, STC
application and ODA administration. If you are involved in any of
these areas and have time to participate in these working groups, please
let me know via email at ricp@aea.
net. The FAA is intent on making
these processes more efficient, but
without your input we are only
guessing where to get the biggest
benefit.
There are two areas of concern:
Where are there inefficiencies in
the processes and where to integrate a management system and
the tenants of a safety management
system? The issue of a management
system is challenging, since Part
21 doesn’t have any business or
staffing requirements. But the issue
of inefficiencies is one of primary
consideration. We know simple
policy requirements, such as the
limitation that issue papers can only
be submitted with a project number
that requires an STC application, is
a major abuse of resources. Where
else can we make improvements?
Politics As Usual
And finally, stay connected. The
spring and summer months will
be trying times for the FAA and
other federal agencies. An English
proverb describes typical spring
weather as “March comes in like a
lion and goes out like a lamb.” In
