system on a VFR helicopter? This
would seem to be simple to determine its NORSEE qualification.
“It’s kind of yes and no,” Devitt
said. “It’s not required, but now
that the pilot has it, how will he
use it and under what conditions?
I have to make sure I’m not giving him contradicting information
that may enable him to take additional chances. Suppose he normally flies at 1,500 feet, and with
the H-TAWS he decides to fly as
low as 200 feet. Is he now taking
more risks? Does it have a design
assurance level where the pilot can
consistently use it at these lower
altitudes? What happens if his
H-TAWS fails?
“There was some discussion and
more debate on this type of subject.
Will a proposed safety enhancement actually increase the risk? It’s
very difficult for the FAA to try
and regulate. As an industry, we
have to remain consciously aware
of what all the consequences are.”
“Another benefit to the
Rotorcraft Forums is that it opens
up the mindset of the FAA,”
Wysong said. “We’re just as concerned about safety as it is. If we
don’t have a good safety record,
we’re not going to be in business
very long. We work hard to make
everything as safe as possible.
“A lot of the equipment available today would enhance safety.
But it won’t do any good if it’s
not allowed to be installed in the
helicopter. We need to find ways to

Until the final version of the
NORSEE rule is published, shops
and helicopter OEMs must continue
to work with their individual FSDO
representatives to either obtain
field approvals or full STCs for
their avionics installations under
the current guidelines.
“If you’re going to use the STC
process, learn all you can about
it and the requirements, which

will largely be documentation elements,” stated Jim Irwin, president of Cool City Avionics Inc.
“Develop a quality control system
for all of your FAA documents –
anything you develop for submission that will be used to support the
project.
“A qualified person in your
office should do an independent
check of the paperwork for completeness, errors, attachments, certifications, diagrams, signatures,
dates, etc. The level of your organization will not only reduce the
FAA’s review time, it will impress
