TCCA to Modernize the CARAC Process

TSO C146a Class Gama and operational class 3 for SBAS
standalone equipment; TSO 115b and AC 20-130A for
integrated navigation systems incorporating a GNSS
SBAS sensor; or TSO C146a Class Delta 4 for an
approach system incorporating a class Delta GNSS SBAS
equipment. Functional requirements described in this
AC also must be met, which include navigation display
requirements like display position and using the display as
primary for the approach.
Restricted to LNAV and LNAV/VNAV, the equipment
must meet the requirements for restricted to LNAV, as
well as equipment that can include an air data computer
meeting TSO C106, an air data system (ARINC 706
Mark 5), barometric altimeter system or a type-certified
integrated system. Other requirements must also be
shown including system accuracy, path definition, vertical constraints, path construction, user interface and path
deviation.
The details of the requirements necessary to obtain
an approval for RNP APCH are fairly extensive, and it
is suggested that those wishing to obtain the approval

News & Regulatory Updates
EASA DOA Meeting
On Nov. 20-21, the AEA attended the last in a row of
EASA Design Organization Approval Implementation
Meetings in Cologne. It also marked the 20th anniversary
when JAR 21, the predecessor of EASA Part 21, was
first released by JAA.
The meeting aimed to discuss topics that affect EASA
DOAs in their daily operation. Initial airworthiness certification related topics will be discussed in a separate
certification workshop on Jan. 30, 2014.
The meeting near EASA headquarters hosted 247
industry stakeholders, as well as 21 NAA and 32 EASA
representatives.

In November 2011, TCCA launched the CARAC
modernization project in order to improve the regulatory review process for "greater responsiveness,
enhanced efficiency and heightened effectiveness." The
goals are to:

Deliver faster, better decisions on the regulations
and standards.

*	

Have a higher degree of collaboration.

*	

Streamline the administration.

*	

Create mutual respect for the roles in the process.

The launch of this new process occurred in October
2013, and it provided an opportunity for TCCA to
brief industry. There was some discussion on establishing priorities in regulatory and policy change. On
the table for high priority were Canadian Aviation
Regulations Part V, Subpart 21 and Subpart 71.
If you are not a CARAC member, be sure to register. You will be provided with information on what is
happening in CARAC and be given the opportunity
to provide input. Participation in these processes is
important to ensure all needs are identified and the
best possible regulations and policies are published.

The topics discussed in the two-day meeting included:

Recent rulemaking activities.
Level of involvement and the related risk-based
approach (introduction of SMS in design).
Aging aircraft structures.
Operational suitability data.
Cabin safety.
Flight testing.
Industry presentations.

For a typical design organization, the recent meeting
allowed participants to share views and experience with
other design organization holders and discuss topics with the
agency.
The implementation of EASA Part 21 in 2003, and the
subsequent implementation by organizations throughout
Europe and other parts of the world, can be called a success.
Although the process of adjusting the system is still ongoing,
the overall response is that the DOA and alternative proce-
