Just a few weeks after the FAA, EASA issued a
strategy for how it will manage portable electronic
devices on aircraft operated under the commercial air
transport rules. EASA had issued a regulation (CAT.
GEN.MPA.140) in 2012, in which it required that,
"The operator shall not permit any person to use a
PED onboard an aircraft that could adversely affect
the performance of the aircraft's systems and equipment, and shall take all reasonable measures to prevent such use." Associated AMC and GM specifies
that PEDs should not be used during critical phases
of flight and taxiing, and provides further guidance
to operators.
This policy has now been revised for non-transmitting PEDs. Non-transmitting PEDs include, but are
not limited to, computing equipment, cameras, radio
receivers, audio and video reproducers, electronic
games and toys, but do not include mobile phones,
satellite phones, computer with Wi-Fi or mobile
phone data connection and equipment with Bluetooth
capability.
The newly amended AMC/GM to the rule (ED
2013/028/R) now provides the possibility to use
non-transmitting PEDs during any phase of flight.
At the same time, the agency issued a safety information bulletin that includes further considerations
for operators who are intending to expand the use of
such PEDs. This SIB requires the operator to perform
a hazard identification, which should address the following points:

The Australian government's Civil Aviation Safety
Authority published Advisory Circular - AC 23-1
v1.0 - Airspeed airworthiness standards for the
installation of equipment that protrudes into the airflow. This advisory circular applies to airspeed airworthiness standards that are applicable when developing and gaining approval of an external equipment
installation on an aircraft.
CASA advised that Notification of Proposed
Amendment - Part 21 of CASR 1998 has been
published and is now available for comment. The
preliminary work associated with project CS 13/12
has identified several minor amendments that should
be made to Part 21 of CASR to clarify and improve
the functionality of the regulations. The proposed
amendments relate to changes to supplemental type
certificates, approval of unrepaired defects and
EASA. The notification and further details of the

Low-visibility operation interference risk.
PED stowage during critical phases of flight.
Passenger briefing.
PED policy and information to passengers
prior to the flight.
Monitoring of expanded use of PEDs, including reporting.
It further recommends evaluating if aircrafts
are T(ransmitting)-PED resistant.
