A certification memorandum was recently released
for public comment. The CM-AS-003 on Airworthiness
Considerations for Lead (Pb) Fee Electronics in Airborne
Systems tries to make applicants aware of the need to assess
the impact of the transition to lead-free electronics on the
airworthiness of airborne systems, and to provide guidance
for demonstrating compliance with the applicable requirements.
The technical issues associated with the use of lead-free
electronics are applicable to all products using electronics. Therefore, it is applicable to any initial type certificate,
supplemental type certificate or any change thereto.
For the first time since the EASA took over the responsibility of ETSOs, it has issued an ETSO index list with
helpful information on the validity, expiry and a link to the
current version of any ETSO. The item can be found on the
EASA certification specification website.

Australia
The Civil Aviation Safety Authority recently published
two revised documents:
* Civil Aviation Advisory Publication - CAAP 42W2(6) - Authorized Release Certificate.
* Advisory Circular - AC 145-5 v1.1 -
Implementation procedures for the technical
arrangement on aviation maintenance between
CASA and CAAS, which includes shading where
updates have been made.
The CASA also has announced a new Standards
Division project SS 14/07 - Review of guidance material
for the development and implementation of safety management systems.
Although past the comment period, the CASA is working on two draft documents of interest:
* Draft AC 21-50 - Approval of software and electronic hardware parts, managed by Jayson Rowe.
* Draft AC 21-14 - Production certificates, managed
by Mike Broom. q
