Aviation Regulation Advisory Council) required
that some exemptions will need to be issued for longer
than the 18-month period. Other exemptions that are
issued pending regulatory changes also will be reissued
with longer validity periods as required. Exemptions can
be found on the TCCA website at wwwapps2.tc.gc.ca/
saf-sec-sur/2/exemptions/e_s.aspx?lang=eng.
The easiest method is to search on the
"provision," which would be the CAR or AWM
reference that the exemption is issued.

News & Regulatory Updates
European Aviation Safety Agency
The European Aviation Safety Agency released
an advance notice of proposed amendment; A-NPA
2014-12 is proposing possible amendments to
its founding regulation (called basic regulation)
identified as the EC 216/2008. The proposals aim
to better enable the agency to meet the needs and
expectations set by member states, the European
Commission and the European citizens, and prepare
the European aviation system for the mid- and
long-term future.
There are seven areas of potential changes
proposed:
* A performance-based and integrated
approach to safety.
* Modernizing and updating the EASA's safety
remit.
* Extending the EASA's remit beyond safety.
* Optimizing the use of available resources.
* Ensure an adequate and stable agency
funding.
* Further integration of aviation aspects.
* Aviation regulation beyond the EASA's facets.
More specifically, the initiative will seek to
improve the effectiveness of the EASA system by:

Modernizing the regulatory system to:
Render it more proportional.
Improve its ability to identify and mitigate
safety risks, and monitor (safety management
system implementation).
Performance in a systemic, performance-based
manner.
Address new developments in a timely and
dynamic way.

Revising governance, in particular the
responsibilities of the actors in the EASA system to:
* Better cooperate throughout the system
in order to maximize the use of available
resources and to increase safety and overall
efficiency.
* Ensure a consistent approach between the
different technical and operational domains of
aviation regulation.
* Enhance European presence at the
international level.
The consultation for this NPA will end Sept. 15.

Australia: Part 42 Manual of Standards
Amendment Instrument 2014 (No. 1)
On June 17, 2014, the director of aviation safety
made the Part 42 Manual of Standards Amendment
Instrument 2014 (No. 1) (the amendment instrument).
The purpose of this instrument is to amend the
Part 42 MOS in relation to maintenance conducted
outside Australian territory, and it authorized release
certificates issued in a foreign country for new or used
aeronautical products for Australian aircraft.
A maintenance organization approved by the
national aviation authority of a foreign country is
permitted to carry out maintenance on aeronautical
products for an Australian aircraft if the country is
listed in Chapter 7 of the Part 42 MOS. q
