Sometimes, when "equivalent"
TTE is used, it is not possible
to follow explicitly the CMM
airworthiness test and/or adjustment
instructions, which requires the
repair station to write "alternate"
test and adjustment procedures.
Improperly developed alternate
procedures increase the risk of
inadvertently approving for return
to service unairworthy components,
which could create a significant
aviation hazard if they are part of
a flight essential or critical system

receivers, FADEC).
To minimize this risk, it is
recommended that alternate
airworthiness test procedures be
documented and FAA approved as
part of a repair specification.
FAA Order 8110.37E
Paragraph 4-13 defines the repair
specification, and provides
information relevant to its contents
and approval process.
Repair stations should ensure that
DERs and other persons who work
on "equivalency" projects are fully
qualified and authorized to perform
the engineering tasks that will be
assigned to them.
When DERs make an acceptance
of technical data functional

equivalency on a TTE equivalency
project, it is usually recorded
in Form(s) 8110-3 Statement of
Compliance.
This document only provides data
approval, but it should clearly state
whether the applicable component
is classified as nonessential,
essential or critical. The reason is
that aircraft or engine components
that are associated with a "critical"
or "essential" aircraft or engine
function require a statement of
compliance with safety analysis
regulations such as 14 CFR 23.1309
and 25.1309.
FAA Advisory Circular 23.13091E provides a definition of
"critical" and "essential" functions.
It is evident that component(s)
that are used in the performance of
those functions become "critical"
and/or "essential" components.
FAA Order 8110.37E Paragraph
4-13 (g) also clearly states that
DERs are not authorized to approve
repair specification technical data
for components that are classified as
critical or life limited without FAA
ACO authorization and/or approval.
The criticality of an aircraft
component can be determined
only by the appropriate FAA
Aircraft Certification Office or,
in some cases, by a DER who
has an appropriate safety analysis
delegation authorization.
DERs provide engineering
assistance and technical data
approval in the reverse-engineering
process, but it is important to
understand that the repair station
is ultimately responsible for
compliance with 14 CFR 43.13
(b) and for the airworthiness of
the component that they approve
for return to service, regardless of
whether DERs participate in the
process or not. q
