intended to encourage the introduction of safetyenhancing features and reduce certification costs for
these types of airplanes. These objective requirements
also will include the requirements originating from
CS-VLA for simple two-seater airplanes.
By transposing the design-specific elements to the
ADSs, future amendments of these ADSs will have
to follow an industry consensus process, which will
allow faster adoption of new technologies and better

up-to-date standards. Acceptance of these standards
as AMC to the objective rules will remain the
agency's responsibility.
This A-NPA explains this new concept in more
detail. Stakeholders are invited to comment on the
A-NPA with respect to this new concept and provide,
in particular, their feedback on the draft objective
requirements anticipated for CS-23 Book 1.

the traceability of the part and provide the proper
documentation so the installer can easily make this
determination.
When it comes to new parts, the most important
item to look for is the traceability back to the
original type design holder/manufacturer (in the
case of standard or commercial parts, back to the
manufacturer only). Traceability will typically
come as a Form 1 or 8130-3 form (with block 13
filled out only). However, it may be in another
form as applicable to the country of source. The
important factor here is that the documentation
must be clear that the part conforms to the type
design and the company supplying the part has the
authority to state so. It should be noted that for
standard and commercial parts, a C of C should be
received only as these parts are made to standards
outside the controlling civil aviation authority.
One important consideration is for parts shipped
direct from a supplier of a type design holder. You
must ensure that the direct ship authorization is
in place by having a copy of that authorization. A
type design holder in the U.S. will have specific
approved procedures to provide this authorization.
Refer to FAA Order 8120.22, AC 20-62 and
AC 21-43 for full information in regards to the
requirements.
Used parts also require the proper traceability,
which would be a Form 1 or 8130-3 (with block
14 filled out only). For parts coming from EASA
countries, a dual release should be included on the
Form 1 and the TCCA approval number in block 12.

receive and ship parts. q

News & Regulatory Updates
Transport Canada issues advisory circular
for parts documentation requirements
During the last several years, changes have been
made to the civil aviation regulations, international
agreements and policies within Canada and around
the world. The complexity in regards to the
requirements for proper documentation for new
and used parts has increased, and the guidance
material has not necessarily kept pace with these
changes. The Transport Canada Civil Aviation has
been working with its international partners to
harmonize requirements as well as a new AC to
provide the appropriate guidance. AC 571-04 was
issued in February 2015 as result of this effort, and
should provide the needed guidance to the Canadian
industry to work with various suppliers and customers
around the world. This AC covers the full range of
possibilities in parts, including new, used, PMA,
PDA and TSO parts. It also covers standard and
commercial parts (definitions of these can be found in
CAR 101). This AC cancels AN B073 and any other
guidance previously issued by the TCCA.
The content of the AC makes it clear that the
responsibility to ensure a part is eligible for
installation (airworthy) rests with the installer. The
installer must consider the effectivity, condition,
traceability and documentation for that part prior to
installation. However, as a company that distributes
parts, you still have a responsibility to maintain
