DFOCHAIR’SMESSAGE By Bill Emmott I dentifying what needs to be done and then getting it done is what leaders do. Taking that approach on our own farms has meant steady improvement in breeding, feeding and overall herd management. Caretakers, on the other hand, simply make sure what has always been done is still done in the time-honoured way. Had we contented ourselves with being caretakers rather than leaders, we would still be sitting on threelegged stools and milking our cows by hand. Instead, as successful dairy farmers, we have weighed the pros and cons of proposed innovations. We have listened to the opinions of the people we work with, gathered the pertinent information and taken the appropriate time to consider outcomes. We have implemented programs that made sense for our family operations. Over the past 40-plus years, Dairy Farmers of Ontario and its predecessor, the Ontario Milk Marketing Board, have also been leaders. We have led our province’s dairy industry while working with our partners in the other provinces to shape a vision of where we all want to go nationally. Had we and our provincial partners been content as caretakers, we would still have 10 provinces guarding individual fluid markets as they administered a hodgepodge of regulations. Instead, we have 10 provinces seriously talking about pooling revenue, sharing markets and harmonizing policies. Ultimately, we want to find the right model to govern our industry nationally at the producer level—a position DFO’s board fully supports. As our board pushes planning further into the future each year, we strive to include our grassroots producers into the process. We want to hear your opinions, gather needed information and allow appropriate time before implementing new policies. As an industry, we can never be content to settle for caretaker status at the grassroots or board level. We all must continue to lead. C’est en adoptant cette démarche dans nos propres exploitations que nous n’avons cessé d’améliorer nos pratiques d’élevage, d’alimentation et de gestion des troupeaux. À l’inverse, le rôle du gardien consiste simplement à veiller au maintien des méthodes en place dans le respect des traditions ancestrales. Si nous nous étions contentés de jouer le rôle de gardiens plutôt que celui de chefs, nous serions encore assis sur un tabouret à traire nos vaches à la main. Si notre industrie connaît la prospérité aujourd’hui, c’est parce que nous avons soupesé les avantages et les inconvénients des innovations proposées. Nous avons écouté les opinions des gens avec qui nous travaillons, recueilli l’information pertinente et pris le temps nécessaire pour réfléchir aux conséquences. Nous avons appliqué des programmes raisonnables pour nos exploitations familiales. Depuis plus de 40 ans, l’organisme Dairy Farmers of Ontario et son prédécesseur, l’Ontario Milk Marketing Board, ont eux aussi été des chefs de file. Nous avons conduit les affaires de l’industrie laitière de notre province tout en collaborant avec nos partenaires d’autres provinces pour façonner une vision d’avenir à l’échelle nationale. Si nous et nos partenaires provinciaux n’avions été que de simples gardiens, nous en serions encore à l’époque où chaque province s’efforçait tant bien que mal de protéger son propre marché du lait de consommation en naviguant dans un dédale administratif. Au lieu de cela, nos dix provinces se sont assises à la même table pour discuter sérieusement de la mise en commun des revenus, du partage des marchés et de l’harmonisation des politiques. Au bout du compte, nous aspirons à trouver le meilleur modèle pour régir notre industrie sur le plan national au niveau des producteurs – une position pleinement soutenue par le conseil d’administration du DFO. Tandis que notre conseil d’administration se projette toujours plus loin dans l’avenir chaque année, nous nous efforçons d’impliquer les producteurs locaux dans ce processus. Nous souhaitons connaître votre avis, recueillir des informations et prendre le temps qu’il faudra avant d’appliquer de nouvelles politiques.
