n July 1, 2015, Canada hit a milestone that demographers at Statistics Canada
have predicted for years. While children under the age of 15 made up just 16%
of Canada's population, seniors made up 16.1% and their ranks are growing faster
than any other age group.
Policymakers are quick to note that Canada's demographic shift puts pressure on the
health care system as the prevalence of disability steadily rises with age. All too often,
however, policymakers and the general public neglect to consider the challenges an
aging population places on the information and communications technology (ICT)
sector, and whether this sector is prepared to respond to the increased demand for
accessible ICT.
"[We have] a horrific technology gap, and it's getting worse," explains Jutta Treviranus,
Director of the Inclusive Design Research Centre (IDRC) and Lead at the Inclusive
Design Institute (IDI) at the Ontario College of Art and Design (OCAD) University.
the inclusive desiGn research centre (idrc): historY and Mandate

Originally located at the University of Toronto (U of T), the Centre was established
in 1993 when the World Wide Web was just emerging. In the 1990s, Treviranus was
recruited to establish an accessible computer lab at U of T. Instead, she had her sights
on a research centre to make all labs accessible. When she presented the idea to the
Vice President of Computing, she was given three months to raise the funds needed
to accomplish this goal. With support from Apple, IBM and Hewlett Packard, she
established the Centre.
In 2010, the Centre moved to OCAD University and helped establish a graduate
program in Inclusive Design. Today, the IDRC conducts proactive research and
development in the inclusive design of emerging information and communication
technology and practices. As the IDRC's website explains, inclusive design takes into
consideration the full range of human diversity, including ability, language, culture,
gender, age, and other forms of human difference.
