for the needs of people and scenarios at the edge. These
benefits include better planning, prediction, risk reduction
and response, and more dynamic resilience in the systems we
build.
2. The focus should shift from more innovative devices to
inclusive and innovative processes.
3. Inclusive design should be embedded in publicly funded
education and training.
idrc's current proJects

Among the many initiatives of the IDRC is the Floe Project
(Flexible Learning for Open Education). The open education
movement maintains that education resources should be shared
freely and collectively developed. However, a key challenge and
concern for the accessibility community is that open education
resources may not adhere to accessibility standards, which
hinders adoption by institutions obligated to serve persons with
disabilities.
To address this, the IDRC got involved by creating systems that
find resources that match the diverse needs of each individual
rather than fitting all resources to a fixed set of criteria. Students
are supported in discovering how they learn best by requesting
resources that meet their personal and variable needs, and
resources are labelled to indicate the needs they address. When
no matching resource is found, the wider community is engaged
to fill the gaps. "Individuals with disabilities need a diversity of
choices and open education allows for variance in education,"
Treviranus explains.
Among the current proactive initiatives the IDRC is tackling
is the apparent bias of machine intelligence toward the majority,
making it harder to recognize or serve people in the minority
or at the edge. With the proliferation of smart systems, this
trend results in voice recognition systems that do not recognize
speech that has anomalies, help systems that cannot handle
unusual requests, and machine decisions that do not equitably
treat people in the minority. The IDRC is organizing a challenge
called "Start your machine learning engines and race to the
edge." This engages the most popular machine intelligence
manufacturers in competing to be the first to successfully
address minority needs.

idrc's call for enGineers and volunteers

Ontario's 80,000 Professional Engineers and 250,000
engineering graduates are key stakeholders for the development
of accessible ICT. "I would love to see Professional Engineers
integrating inclusive design into their practices. Engineers are
designing and innovating in a space we are in, many engineers
are involved in technology, many have links to companies or
are starting their own businesses... we want engineers to get
involved with the Centre," said Treviranus.
Dana Ayotte, a mechanical engineering graduate employed
by the Centre, has used her engineering expertise to develop
multi-user interfaces for the Canadian Museum for Human
Rights that can be controlled by museum visitors with motor
and sensory disabilities, for example.
