The Donald J. Guthrie Award
The Donald J. Guthrie
Award, named in honor
of the first Administrator
of the Delaware County
District Courts, is
presented to an individual
who is not currently
sitting as a Magisterial
District Judge but
who has supported the
Magisterial District
Judges' Association and has contributed to the operation of
the criminal justice system. The recipient exemplifies the
commitment to justice and dedication to the operation of
the minor judiciary embodied by Donald S. Guthrie. The
2017 Donald J. Guthrie Award Recipient... Phillip F. Pisani,
Director, Department of Diagnostic Services, Delaware
County. Presented by Honorable Wilden Horace Davis.
"The mission of the Department of Diagnostic Services is to
improve the quality of life for the citizens of Delaware County
by assuring a safer community in which to live and raise
their families. The department promotes a positive behavioral
change in a professional manner by treating all persons with the
highest degree of respect while at the same time protecting their
confidentiality." The Department of Diagnostic Services, under
the leadership of Phillip Pisani, is responsible for completing
all court-ordered evaluations from both the Magisterial District
Justice System and the Court of Common Pleas within the
Thirty-Second Judicial District.
A review of the initiatives that feed back into the primary
purpose of a trial bench... "The courts have conducted two
significantly successful multi-discipline summits, one on the
opioid crisis and the other on mental health. I am grateful
to Judges Dozor, Capuzzi and Nichols and Michael Raith,
Danielle DiMatteo, and Phil Pisani for their help and support in
making these summits great successes and for spearheading the
process of creating specialty courts to deal with these issues."

Lastly, the Delaware County Bar Foundation was recognized
