Campaign Review Board
of Berks County

Virginia Rush, managing director of the Capital Campaign Review
Board of Berks County (CCRB), provides background about the
Capital Campaign Review Board, announces the two approved
campaigns for 2018, and provides links for further information.

Who is on the Capital Campaign Review Board
(CCRB) and what is its purpose?
The Capital Campaign Review Board of Berks County (CCRB)
consists of leaders in the business community, representatives
from local foundations, and members-at-large affiliated with
philanthropy and nonprofits. With diverse board members that
have an understanding of the business environment and the
community needs, we are re-energizing the CCRB's commitment
to the process of vetting and channeling capital campaigns.
Chaired by Scott Gruber, the CCRB includes the following
members: Randy Peers, Karen Marsdale, Karen Rightmire, Eric
Burkey, Mike Duff, Bob Firely, Bill Gage, Judd Meinhart, Dave
Rick, Andy Weidman, Doug Yocom, Tammy White (Non-voting
member), and Mary Kargbo (Non-voting member). Formed in
1969, the CCRB has a long-standing history and was hosted by
the Chamber for the past 10 years.
What is a Capital Campaign and why are they conducted?
By definition, a capital campaign is an intense effort on the
part of a nonprofit organization to raise significant dollars in
a specified period of time. Typically, funds are raised for the
acquisition or renovation of a building. Past CCRB-approved
amounts have ranged from $250,000 to $2.5 million. A
mini-campaign, which ranges from $250,000 to $500,000, is
compressed in scope as it relates to campaign planning, the
application process, and the fundraising timeline. Typical capital
campaigns, which are greater than $500,000, might involve 3
years of planning and execution in order to be successful.

Are there approved capital campaigns for 2018?
We are pleased to announce that two long-standing nonprofit
institutions of Berks County are underway with well-planned
capital improvement projects.
Humane Pennsylvania (The Humane Society of Berks
County) was approved for a $500,000 mini-capital campaign
for renovations to their facility located at 1801 N. 11th Street,
Reading, PA. Humane Pennsylvania provides preventative and
emergency veterinary services, along with rescuing, housing,
and veterinary treatment of homeless pets. Renovations to their
animal welfare center will provide two to three times their current
capacity. The expansion of their community veterinary portion of
the building will at provide two times the current delivery capacity
of veterinary services. All exterior improvements to the building,
including new paving, sidewalks, trees and landscaping, will
continue to bolster the revitalization efforts of northeast Reading.

Yocum Institute for Arts and Education was approved for
a $500,000 mini-capital campaign as part of the $4.5 million
project to relocate their facility to a new location and completely
renovate the property located at 3000 West Penn Ave. in Spring
Township. The new site will continue the revitalization of the Penn
Avenue corridor and will be ADA compliant. It will also feature
expanded offerings for seniors, 90+ parking spaces, an educational
theater space, expanded visual arts and dance studios, an emerging
artist gallery, an up-to-date music wing, a secure arts-based
kindergarten and preschool, and accessibility to a growing part of
the county. Please visit: https://institute-of-arts.org.
