QUARTERLY LEGISLATIVE UPDATE

P

ennsylvania's General Assembly
recently reconvened after several
weeks of intense budget hearings
on Governor Wolf 's proposed
$32.3B spending proposal for the next fiscal
year. Between now and June 30th, lawmakers will be focused on budget related issues
along with perennial hot button topics
like an extraction tax on natural gas, state
pension reform, and a possible expansion
of Pennsylvania's gambling laws. However,
unlike previous years when battle lines were
drawn early, indications thus far point to
an on-time budget and a minimal amount
of political sabre rattling.
While PAMED's budget interests have
historically focused on the allocation of

funds aimed at improving access to care in
rural and underserved areas though medical
student loan forgiveness programs, our
interest is expanding this year to include
funds for enhancements to the state's prescription drug database (PDMP) program
and for a Department of Health registry
for patients who have experienced health
issues possibly related to the extraction of
natural gas.

While PAMED will focus on advancing
these priorities over the next two years,
countless other pieces of legislation will
no doubt require attention. Last legislative
session, PAMED tracked over 400 pieces
of legislation that either directly or indirectly affected physicians' ability to care
for their patients appropriately. We expect
this session to produce a similar number
of physician related proposals.

On the legislative front, PAMED has
identified five priority issues that include
prior authorization and health insurance
credential reforms, POLST (Physician
Orders for Life Sustaining Treatment),
telemedicine, and our continued opposition
to the independent practice of CRNPs.

Earlier this year, Rep. Matt Baker, Chair
of the House Health Committee, reintroduced his insurance credentialing bill from
last session as HB 125. PAMED strongly
supports Rep. Baker's efforts. We also expect
the introduction of legislation addressing
telemedicine, prior authorization, and
