» CASE STUDY: ARUBA PORTS AUTHORITY New Sonar Solution to Protect Aruba Ports Authority Commercial port activities, especially the cruise sector, are crucial to the local economy in Aruba. About 90 percent of all imported goods enter the island through the port, and the cruise tourism market represents about $84 million annually. 30 AAPA SEAPORTS MAGAZINE A fter September 11, 2001, free transportation of goods and people through ports changed, introducing worldwide regulations, such as the International Ship and Port Facility Security (ISPS) Code. In order to maintain the safety of tourists and cargo, Aruba Ports Authority has taken a proactive approach by exploring the options for waterside security solutions. Commercial port activities, especially the cruise sector, are crucial to the local economy in Aruba. About 90 percent of all imported goods enter the island through the port, and the cruise tourism market represents about $84 million annually. As a result, Aruba Ports Authority partnered with TNO (Netherlands Organization for Applied Scientific Research), which has been working on a new waterside security solutions since 2010. The research project has been supported by, among others, the Dutch Ministry of Defense and the Port of Rotterdam, under the name SOBEK. This technology is environmentally friendly and can be considerably cheaper than existing solutions. Collaboration between TNO, ACIV (Dutch SME) and Dutch customs, supported by the Port of Rotterdam and Seaport Police Rotterdam has resulted in a basic prototype system for diver and boat detection, demonstrated at the Port of Rotterdam in March 2012. While a proof of concept for SOBEK has been delivered in European waters, the acoustic underwater environment in Aruba will be different: temperature, salinity and sounds produced by the underwater biology all have their influence on the underwater acoustic environment. SOBEK technology will be adapted to these circumstances. Benefits of the passive sonar technology are that it aims to detect water intruders without emitting sound, which means power consumption is low and marine life does not suffer from the impact of sound emission. The first step in adapting the technology to Aruba was to record and understand the acoustic underwater environment around the island. TNO, supported by the Aruba Ports Authority and Aruba Reef Care Foundation, collected data in December 2013. ● (This article originally published in Aruba Ports Authority's Compass News.)
