» GUEST VIEWPOINT Keeping your Cyber Systems Healthy Now and in the Future By Lt. Cmdr. Joshua Rose and Lt. Josephine Long U.S. Coast Guard C yber is inherently tied to maritime transportation system operations. Understanding the interconnectedness of cyber with port operations and infrastructure illustrates the relationship of dependence and vulnerability we all face with regards to a cyber failure or attack. To help picture this relationship, think of your port's cybersecurity as the preventive measures and incentives you take to ensure your personal health. In general, a healthy lifestyle includes such things as preventative measures, assessing risks, and maintaining health insurance coverage and even planning for your retirement. These measures all correlate to cybersecurity measures you can enact to help safeguard your port. "Precaution is better than cure." - Edward Coke. You stress to your children the importance of washing their hands, not talking to strangers or opening your home to them, and even eating fruits and vegetables. Like washing your hands, practicing cyber hygiene reduces risk of infection to your IT infrastructure. Not talking to strangers is the same as not opening emails or attachments from unknown sources. You wouldn't open your door to just anyone, don't give access to your IT system to just anyone or any vendors. Scrutinize their security practices, just as you should check your internal cyber practices. Just as it is important to put healthy foods in your body, it is just as important for operating systems to have updated software and security programs. Educating employees on cyber hygiene practices is a proactive approach to increase your port's cybersecurity. ICS-CERT offers information and recommended practices on many of these topics. Assessing your port's cyber vulnerabilities is like getting regular checkups to identify your risk factors towards certain health conditions. For example, early detection of high cholesterol will help you to modify your diet or habits to help lower your risk of further health issues. The Coast Guard encourages the maritime industry to review and incorporate aspects of the NIST Framework, a voluntary collection of industry standards and best practices to address cyber risk. When considering cyber related risks, port operators should ensure that they apply the Framework or equivalent standards to cyber dependent systems that perform vital security, safety, and environmental functions in ports and on waterfront facilities or vessels. This can make a substantial difference in reducing the risk of a transportation security incident that could harm people, the environment, property, or otherwise disrupt business activity. "Nothing diminishes anxiety faster than action." -Walter Anderson. Proactively planning for your future such as retirement planning can provide peace of mind. The same can be said for having a cybersecurity plan. As the future unfolds, so will cybersecurity. Ports should exercise their cyber plans as they would any other security plans they use. Anticipating your port's future cybersecurity needs, exercising and adjusting as needed, you can have a positive influence to your port's future infrastructure health. The USCG is working to develop voluntary risked-based vulnerability assessment tools and standards for ports, vessels and facilities. In order to produce the best product, we need the help of professional mariners and the public. Please reach out to your local Coast Guard units and begin the discussion about cybersecurity as it relates to Area Maritime Security Plans and Facility Security Plans. Let us know about best practices that can be shared with other partners, and recommendations you have to increase cyber awareness within the port.
