Third Edition of the CMTS
Federal Funding Handbook

T

he U.S. Committee on the Marine Transportation
System (www.CMTS.gov) is an interagency policy
coordinating committee, established by presidential
directive in 2004 and authorized in statute in 2012
to, among other things, coordinate, improve the coordination
of, and make recommendations with regard to federal policies
that impact the marine transportation system (MTS). Secretary
of Transportation Elaine L. Chao is the chair of the CMTS for
which a subcabinet Coordinating Board of 25+ MTS-related
agencies and offices provides routine direction and guidance
to the committee. The Coordinating Board includes US Coast
Guard, US Army Corps of Engineers, Maritime Administration,
NOAA, Federal Maritime Commission, National Ocean Council,
and National Maritime Intelligence Integration Office, to name
a few. In addition to supporting interagency teams that address
issues related to infrastructure investment, navigation technology, military to mariner, Arctic maritime shipping, maritime
data, maritime-related energy, and MTS resilience, the CMTS
publishes foundational documents that support greater understanding of federal sources, policies and practices. A great
presentation of the breadth and scope of MTS-related agency
jurisdictions in the federal government can be seen in the CMTS
standard matrix of federal programs in the MTS. [http://www.

In 2012, CMTS member, USTRANSCOM, suggested that a
handbook of federal sources of funding to the MTS could be
of benefit to both federal and non-federal stakeholders. The
CMTS Infrastructure Investment Integrated Action Team
published the first edition of the Federal Funding Handbook for
MTS Infrastructure in 2013 with a second edition in 2015. In

August 2017, our third edition was issued to update the catalog
of resources and to enhance the formatting and accessibility. We
are grateful to AAPA for inviting us to present at a September
webinar on the publication of the Federal Funding Handbook.

The 85 funding, financing and technical assistance programs
from 12 different agencies are presented under four general
categories: energy/economy/resilience; safety/security; environment; and infrastructure. If you are new to federal funding
programs or activities, you are encouraged to review the "User's
Guide," starting on page 6 in the Handbook. The information
was gathered from direct points of contact and from federal
websites. Although every effort was made to include every
available federal program, this is a living document, and we
welcome suggestions for future changes by contacting Pat.

The User's Guide provides valuable background information on
the nature of federal assistance programs and describes federal
assistance resource centers such as the USDOT Build America
Bureau, Federal Highway Administration Office of Innovative
Program Delivery, and the EPA's Water Infrastructure and
Resilience Finance Center. The CMTS neither endorses any of
the listed programs nor provides application assistance. Grant
applications, for example, are made via "Grants.gov." However,
the Federal Funding Handbook can be a valuable resource to
find funding opportunities and is the most downloaded publication from the CMTS.
Enhancing CMTS engagement with stakeholders is a priority
under the 2017-2018 work plan approved by the Coordinating
Board in October. The Infrastructure Investment Integrated
Action Team is planning now for infrastructure related events
for 2018. This past April, the CMTS issued a revised Strategic
Action Plan for Research and Development in the MTS, and the
R&D team is busy planning a biennial MTS R&D conference
with the Transportation Research Board for June 19-21, 2018

aspx). This fifth joint conference will seek to identify research
needs, gaps, and potential technology gains related to harnessing robust, integrated, high-fidelity multi-modal freight
transportation modeling and data sets. Lastly, we are pleased
to report that Secretary Chao signed the CMTS National
Strategy for the Marine Transportation System in October.
This CMTS strategy addresses interagency priorities under
system performance, safety, security, energy independence, and
infrastructure investment. ●
