In addition, he will chair the ACCG Policy
Council, which helps to guide the association's advocacy efforts before the Georgia
General Assembly and Congress.
Second Vice President

Jefferson County Commissioner Johnny
Davis will serve as the Board liaison to the
association's leadership development programs, including the ACCG Lifelong Learning
Academy, which provides certification and
continuing education programs for county
officials. As providing continuing education
opportunities to Georgia's county officials is
a main pillar of ACCG, Davis will represent
county commissioners in the decision-making
process for this integral program.
Third Vice President

In his new role as third vice president,
Bartow County Commissioner Steve Taylor
will support the work of the ACCG Civic Affairs
Foundation which provides educational
opportunities for Georgia high school students through the Georgia Civic Awareness
Program for Students (GCAPS) and internship
opportunities for college and university students through the Georgia County Internship
Program (GCIP). He previously served as the
1st district representative.

First District Representative
Polk County Chairman Jennifer Hulsey
now serves as 1st district representative on
the ACCG Board of Managers. A Polk County
native, Hulsey has served on the Polk County
Board of Commissioners since 2015. She is
actively engaged in the Northwest Georgia
Regional Commission as treasurer, the
Cedartown Exchange Club where she was
elected as the first female president, and
the local Meth Alliance where she serves as
chair. In addition to her involvement in many
other community organizations, Hulsey
has dedicated her time to residents of Polk
County as an educator in the local school
district for the past 23 years.
Ninth District Representative
The ACCG membership elected Toombs
County Commissioner Darriel Nobles to represent counties in Southwest Georgia's 9th
district. A Toombs County native, Nobles'
engagement in the community reaches
beyond the county commission where
he has served for the past five years. His
previous community involvement includes
president of the Toombs County Chamber of
Commerce, chairman of the local development authority, and 16 years on the school
board. He also served on the local hospital
board. Nobles is an active member of Oaks
Baptist Church in Lyons, Ga. He was honored
for his work in the community as the 2012
City of Lyons Citizen of the Year.
Consolidated Government
Representative
Georgetown-Quitman County Chairman
Carvel Lewis will represent Georgia's consolidated governments on the ACCG Board
of Managers. Lewis was elected to the
Georgetown-Quitman County Commission in
2012 and is currently serving in his second
year as county chairman. Like Nobles, his service to his local community extends beyond
the county commission. It includes service on
the Planning and Zoning, Library, and Water
and Sewage Authority boards - having served
as chair of the latter two. He was appointed
to the Middle Chattahoochee Water Council
by Gov. Nathan Deal and nominated to the
Environmental Protection Agency's Local
Government Advisory Council by ACCG.

Section Presidents
County Attorneys - Megan Martin,
Newton County
Martin is a partner with the law firm of
Jarrard & Davis, LLP and currently serves
as the county attorney for Newton County.
A magna cum laude graduate of Reinhardt
College, she received her law degree from
Mercer University. Her practice includes
various facets of local government law with
a particular focus on general litigation in
state and federal courts, administrative tribunals, and employment law. She frequently
lends her legal expertise during routine
speaking engagements on topics related
to general government law and employment
law. In addition to Newton County, Jarrard
& Davis, LLP represents Barrow, Cherokee,
Forsyth, Greene, and Jackson counties as
well as the City of Milton.
County Managers/Administrators -
Bill Twomey, Sumter County
A University of Georgia graduate and
native of Cook County, Twomey's local
government experience includes having
served as Cook County manager before
his current role as Sumter County administrator. He is a certified county official, a
status attained through ACCG's Lifelong
Learning Academy commissioner's training
and education program. He is also certified
as a Georgia Advanced Emergency Manager,
a designation received through the Georgia
Emergency Management Agency.
He is the current chairman of his local
regional commission's loan board and vice
chairman of the local economic development
commission.
County Clerks - Lisa Ritchie,
Hall County
As president of the County Clerks Section,
Ritchie will represent the interest of county
clerks throughout the state. She will work
alongside other ACCG Board members to
lead the association during the next year.
The ACCG Board of Managers will continue to work on initiatives which focus on
increasing county efficiencies, enhancing
continuing education offerings and fostering
strong relationships between counties, the
state and federal government.
