FEDERAL ISSUES FIRST RESPONDER WIRELESS NETWORK Readies for Next Steps By Aislynn C. Turner Georgia Emergency Management and Homeland Security Agency THE FIRST RESPONDER Network Authority, better known as FirstNet, is moving forward on one of the largest projects for the nation's public safety community: deploying a broadband network for use by the millions of paramedics, police and fire service personnel in all U.S. states and territories. The need for this net work has its roots in the 9/11 terrorist attacks and the interoperability problems that responders encountered during the response. Congress established FirstNet four years ago, providing it with a swath of valuable Long Term Evolution spectrum and $7 billion to support the deployment of the Nationwide Public Safety Broadband Network. The past year has been a busy one for FirstNet on many fronts, and the organization is heading into the final planning and design stages for the network. As FirstNet moves forward, it is especially important for county commissioners to work with local public safety officials and the Georgia Emergency Management and 14 GEORGIA COUNTY GOVERNMENT Homeland Security Agency, which serves as the FirstNet Single Point of Contact, to advocate for local public safety needs in key areas, such as network coverage and capacity. Chuck Murph, FirstNet's Region IV Lead, further discussed FirstNet's progress toward deploying the network, as well as the benefits it will deliver to Georgia's public safety community and the role that Georgia's county commissioners can play in preparing for the FirstNet network. Aislynn Turner: What is FirstNet? Chuck Murph: FirstNet's mission is to deploy, operate and maintain the first nationwide, interoperable wireless broadband network for public safety. The FirstNet network will provide mission critical data communications over a dedicated, reliable and hardened connection with a robust ecosystem of devices and applications available to public safety entities that subscribe. AT: Currently, local law enforcement use Land Mobile Radio systems for emergency communications. Will the FirstNet network replace LMR radios? CM: When the FirstNet network launches, it will provide mission-critical, high-speed data services to supplement the voice capabilities of today's LMR networks. Initially, the FirstNet network will be used mostly for sending data, video, images, text and other high-speed solutions, such as location information and eventually support streaming video. So in the near term, it is vitally important that elected officials continue to fund public safety LMR networks. AT: What is the current state of FirstNet's progress toward deployment of the network? CM: We've taken many key steps toward network deployment, a number of them happening just in the past year. The network is becoming closer to reality - it is an exciting time. We cleared a major milestone earlier this year when we issued an objectives-based request for proposal to solicit innovative, private sector solutions to partner with FirstNet to deploy the network. Proposals were due on May 31, 2016, and FirstNet's goal is to award a contract as early as November 2016 and begin network deployment in 2018. In the meantime, we are preparing for a public-private partnership to deploy the network. To get there, we still have much work to do, as do the states and local jurisdictions. They have an opportunity to shape how the network will be deployed in their states, so we have been working closely with them and will continue to encourage their participation and input in the process.
