That includes the county seat, all cities within the county with a population of 9,000 or more and at least half of remaining cities within the county with a population of at least 500. Now local governments are periodically required to renegotiate their agreements, which must include the identification of all local governments and services provided by the county, each city, and each authority; a description of the geographic area in which each government provides each service; a description of the funding of each service; and an explanation of any service-area overlaps. Why SDS Agreements Matter Service delivery agreements are important to local governments for planning and budgeting purposes. According to the Georgia Department of Community Affairs, the SDS process also seeks to minimize any duplication or competition among local governments and authorities providing local services and provide a method of resolving disputes among service providers regarding service delivery, funding equity and land use. The agreements should be revised before they expire (DCA maintains a list of deadlines), when it is deemed necessary for to change a service delivery or revenue distribution arrangements, when governments are created or abolished, or when otherwise agreed upon by the local governments. Without a service delivery agreement in place, local governments or authorities cannot receive any state financial assistance or permits. Local projects that are not consistent with the service delivery agreements are ineligible for assistance, thus it is advised that local officials review their agreements before seeking state permits or applying for financial assistance. This includes funding and permits from state agencies with which counties frequently interact and receive assistance from such as the Georgia Department of Transportation, Georgia Environmental Protection Division, and the Georgia Environmental Finance Agency, among others. data, and current and past intergovernmental agreements. Counties should also consider services they currently provide, though not statutorily required to, to cities (e.g., conducting elections, collecting city property taxes, etc.). A county's negotiation team is commonly comprised of elected and appointed officials. County commissioners, county staff, attorneys, accountants, and consultants who serve as subject matter experts usually all play a significant role. Involving all county government leaders, those who make decisions for the county as well as those who oversee services and departments, will help ensure all services are appropriately considered.
