A MESSAgE FROM ThE ExECuTIvE DIRECTOR ■ PhIL nEWSuM I HoPE yoU ENJoy THIS edition of Underwater magazine, which features pictorials and articles from a military and inland perspective. For many parts of the world, the summer months are upon us, and that should make field personnel more aware of the importance of monitoring their hydration levels. Take the necessary breaks to ensure that while working, you continually hydrate with appropriate beverages and not energy drinks, which can contribute to dehydration. I open up on this note, because I recently was offshore off the coast of the U.A.E, where the temperature on the back deck was 115°F (46.1°C) with 75 percent humidity. Many of you are all too familiar with gulf coast heat, but this took the game to a whole new level. While everyone was experiencing discomfort, there was no one that I was more acutely focused on than the standby diver, who (while properly shaded from the sun) was wearing the full level of gear required for a state of readiness. I made it a point to direct his tender to keep a bottle of water in the standby diver's hands throughout the course of the dive. Conditions such as these should be noted in the Job Hazard Analysis (JSA) and Tool Box Talk, requiring all personnel to look out for the welfare of their fellow team members, pace your level of activity, as well as staying hydrated. A number of major industry events will take place within the next few months, such as the International Oil and Gas Producers (OGP) Diving Improvement Work Group meeting in Aberdeen, Scotland, 10-11 September. 16-18 October, the China International Diving, Salvage & Offshore Summit will take place in Dalian, China. Keynote speakers for the Summit will be Mr. Jiahui Song of the China Diving and Salvage Contractors Association, Mrs. Jane Bugler of the International Marine Contractors Association, and myself, on behalf of the Association of Diving Contractors International. There are also several ADCI Chapter meetings which will take place in October and November. The Western Chapter 14 UnderWater july/august 2014 meeting will take place 11 October, in Las Vegas and the Latin American and Caribbean Chapter meeting will take place from 25-27 November, in Rio, Brazil. Details for each of the chapter meetings will be publicized in the near future. Phase II of the NOSAC Diving Subcommittee recommendations to the USCG will also begin this fall. Phase II will likely focus on equipment issues, as Phase I primarily provided operational and manning requirement recommendations. I happen to serve as one of the Co-Chairpersons for the Subcommittee, along with Mr. Mike Brown, Mrs. Kelly McClelland, and Mr. Louis Schaefer. We will attempt to provide the same type of transparent leadership that enabled us to garner the comprehensive and detailed recommendations for Phase I. The first thing to be addressed before we begin the breakdown of the different areas of focus will be to re-examine the duties and responsibilities for subcommittee members, as well as requirements for participation. All of us know how frustrating things can be when working with folks who have volunteered to be a part of committee, subcommittee, or task force then fail to attend the meetings or provide any timely input. These tend to be some of the same folks that show up at the eleventh hour and contest the group's final recommendations. I submit that the best recommendations come from the collaborative process. However, the collaborative process with folks who are not active participants, can bog down progress and test the patience of a committed group. Finally, I want to remind all contractors and schools on the importance of adherence to all applicable regulatory requirements and the guidelines contained in the International Consensus Standards for Commercial Diving and Underwater Operations (ed. 6.1). While, it is assumed that this is being done by all, in many instances when incidents occur it is determined that there was some failure from an operational or equipment standpoint that could have been avoided. Take the time to review your company or school's operational practices and online equipment.
