president's message The Road We've Travelled A By John Harper ARBA President I have enjoyed working with my Executive Committee and the Board Members of ARBA this past year. We have had very engaging meetings with new and creative ideas. The Alabama Roadbuilder * Fall 2015 s my tenure as president of ARBA draws to a close, I would like to reflect on what we have accomplished this year as an association as well as look forward to 2016. I would first like to thank the staff of ARBA - Tom Layfield, Hayley Denny and Terry Mitchell - for efficiently handling the day-to-day operations of the association and making my job and the job of the Board easier. Recruiting new members to keep our association thriving has been a main focus of my tenure. We welcomed two new contractor members this year: Chilton Contractors of Clanton, AL and Good Hope Construction of Cullman, AL. We look forward to working with both of these new members as they bring their knowledge to help further grow our association. Our 2015 Annual Convention in Sonoma, CA was a huge, with over 120 attendees. It was nice to get away from the heat and humidity of Alabama and enjoy the beautiful temperate climate of the West Coast. Special thanks to Hayley and my wife, Brandi, for helping with all the details of the convention, including the fabulous dinner at the Benziger Wine Cave. Also, thanks to Sonny Bunn for once again putting together a wonderful golf tournament in a spectacular setting. Lastly, I would be remiss not to thank all the sponsors for their help in making this a convention to remember. Looking back at 2015, ARBA continues to have a positive relationship with ALDOT. We had discussions with ALDOT on a variety of issues, including positive discussions on not implementing a lump sum erosion control pay item. Further, the construction of the I-20/59 bridge project in Birmingham was discussed in the context of utilizing of our local Alabama bridge contractors. Although the majority of the project will still be constructed as a segmental bridge, there will be numerous other bridge projects left for constructing, widening, and other approaches. We started discussions with ALDOT regarding remote ticketing in various quarries in Alabama as well as electronic tickets for use throughout our industry. We are also continually working with ALDOT on improving work zone safety through our joint safety committee. As ALDOT has consolidated into regions throughout the state, it is important in the coming year for our association to be continually involved in the organizational changes throughout ALDOT. I thoroughly enjoyed working with Tom this year, especially as it pertains to lobbying the Alabama Legislature. I have been very impressed with Tom's knowledge and the respect he garnered from our legislature in dealing with a variety of issues this past session. As you know, our main focus was to obtain additional funding for our highway program. As I write this article, the legislature still has not come up with a General Fund solution and will likely be going back into their second special session in September. If the House and Senate can come to an agreement on the general fund, our indexing legislation, which was sponsored by Senator Dial and Representative McCutchen, could still come into play as fuel prices continue to drop. Also during the regular session, we passed some key legislation, including the trucking hours of service legislation and the asphalt axle weight exemption bill. I have enjoyed working with my Executive Committee and the Board Members of ARBA this past year. We have had very engaging meetings with new and creative ideas. In October, I look forward to passing the gavel to ARBA's first female president, Pam Kearley of G.W. Norrell Contracting. I know Pam will bring some fresh, energetic insights as she leads the association in 2016, and I look forward to working with her. ❏ 9
