Updated: aBa’s Quick Reference Guide to Banking Regulations
ABA’s updated 10th edition of the popular Quick Reference Guide to Banking Regulations offers bankers a clear path to compliance, with one-page, jargon-free descriptions of major banking laws and regulations, in accurate and easy-to-understand terms.
The guide covers more than 30 laws and regulations—from B to Z—while incorporating all the legal and regulatory changes through August 2012, including the elimination
of Regulation AA and a comprehensive overview of the new UDAAP. The updated guide
also addresses the new “abusive” standard under the Consumer Financial Protection
Bureau’s Title X. The overviews of each major banking law and regulation include a glossary of relevant compliance terms. To order your copy, go to aba.com/products. n
ABABJ: how has the fiscal policy
debate shaped the credit union
Keith Leggett: The federal government
needs additional revenue to address our
budgetary imbalances. That makes it an
ideal time to educate policymakers
about the industry’s outdated tax exemption. Some lawmakers have called
for abolishing corporate tax expenditures, which we would argue should include the credit union tax exemption.
Credit unions recognize that their tax
exemption is in peril and have made
preserving it the industry’s No. 1 priority.
ABABJ: how does that affect another
credit union priority: expanded business lending?
KL: For the first time in years, credit
unions must play defense. This is creating some fissures within the credit
union industry. Small, traditional credit
unions view the push for more powers
as putting their tax exemption at risk.
Also, some within the credit union industry are willing to trade-off their tax
exemption for greater powers, such as
expanded business-lending authority
and access to secondary capital.
