temperature. These strategies are
more effective than using outdoor
air reset, because they respond to
actual conditions.

Longer-term strategies
* Heat pump chillers. Most hospitals
should take time to consider heat
pump chillers. Heat pump chillers
simultaneously generate chilled water
on the evaporator side and hot water
on the condenser side. The hot water
can be used for reheat and/or potable
water heating. It is sometimes called
"free heat"-a by-product of the

cooling process. (It isn't really free, but
the economics can be quite favorable.)

Buildings recently proposed language
to make heat recovery chillers a
baseline requirement for U.S. hospitals.
Heat pump chillers are effective
when needs for chilled water and
heating (including domestic water
preheating) are simultaneous. They
can significantly reduce energy costs
and CO2 contribution, and typically
show good paybacks in hospitals with
chilled water demand greater than
about 300 tons. Heat pump chillers
can be coupled with either air-cooled
or water-cooled main chillers.

Heat pump chillers should be sized
by a consulting engineer based on
annual data. For existing buildings,
use building operation records. For
new buildings, use energy models. A
typical target is to have a heat pump
chiller sized for 7 to 10 percent of
peak cooling load. A unit this size will
generate most of the reheat needed
above 55°F outside air temperature
if the other recommendations to
reduce reheat are followed. Heat
pump chillers are generally set up
in heat pump mode; the primary
function is to meet reheat demand
and the by-product is chilled water.
In cold climates, cooling may become
the limiting factor. Many heat pump
