Energy management in a
critical access hospital:

How Barnesville
Hospital reduced
energy consumption
by 39 percent

It's July 5, 2017
at a meeting in the
plant at Barnesville
Hospital in Barnesville, Ohio. At the
table sits Wes Doudna, the hospital's
maintenance supervisor, who has asked
to review the data once more because
the news seems too good to be true. But
it is true. With an ENERGY STAR® score
of 99, Barnesville Hospital had recorded
the most successful energy management
program in Ohio.
Closer to Pittsburgh than any of the
three large cities in Ohio, Barnesville
Hospital is a 25-bed, critical access
hospital in the rural Appalachian
region of Southeastern Ohio. In
today's environment, all hospitals have
challenges and Barnesville is no different.
Almost seven years before the July
2017 meeting, in the summer of 2010,
Barnesville Hospital had commissioned

a utility-sponsored energy audit.
The results were difficult to swallow:
Barnesville Hospital had a baseline
ENERGY STAR score of 19. Doudna could
not believe the results and took the
facility's low baseline score personally.
He didn't get mad or discouraged.
Instead, he was determined to
improve performance.
Audit reports provided a laundry
list of best practices and suggestions
for capital projects to improve the
energy productivity of the facility.
Energy efficiency is not a sprint. Energy
management is meticulous. Changes are
often painfully slow to achieve. Doudna is
an excellent maintenance supervisor and
was committed to improvement, but he
could not be successful without support
from those above him in the organization.
The facility manager at Barnesville,
Michael Carpenter, is an extremely strong
people leader. The hospital's CEO, David
Phillips, is what Jim Collins in Good to
Great would call a true "Level 5 Leader,"

someone in whom extreme personal
humility blends paradoxically with intense
professional will.
Carpenter is quick to heap praise on
his trade association and the consulting
firm who helped the hospital: "we
wouldn't be on this path without the
Ohio Hospital Association and Energent
Solutions." Phillips credits the support of
his utility: "AEP [American Electric Power]
Ohio gave us the financial support
through energy audits and rebates to
help us create and implement an action
plan-they partnered with us in a
profound way."
Carpenter and Phillips encouraged
Doudna to be creative and gave both
financial and organizational support.
The atmosphere at Barnesville is much
different than what we have come to
expect in a hospital. At Barnesville,
staff is allowed direct access to the
hospital CEO. During a walk through the
hallways, the maintenance supervisor
and facilities director know the names
