at IBAT's Tour de Texas Regional Meeting this year.

Maybe it was the feeling of celebration among the "survivors"-those
community bankers who have made it through the financial crisis and
its aftermath without succumbing to temptations to merge out of existence. Or, perhaps it was exuberance at the prospect of a pro-business,
anti-regulation presidential regime. Whatever the reason, community
bankers turned out in droves, with more than 2,000 attendees this year
setting a new high mark for attendance on the tour.

The message of the tour was plain: now
is the time for an aggressive regulatory
reform agenda and it will take the entire
industry pulling together to be successful.
"Community banks have insight into
their communities that's important for
lawmakers to hear," said IBAT Chairman
Darla Rooke, President of Junction National
Bank. "When [IBAT staff and volunteer leaders] went to Washington, lawmakers asked
me, 'How do these rules affect your bank?'
and 'What impact is this having on your
customers?'"
"IBAT is important to help make our
united voice heard but, at the end of the
day, the real-world impact of regulatory
burden is what will help us make the case
in Washington," she added.

Rooke was joined on the tour by IBAT
President and CEO Chris Williston, IBAT
Executive Vice President Christopher
Williston VI, and representatives from
the Independent Community Bankers
of America and The Baker Group.
Commissioner Charles Cooper of the Texas
Department of Banking also joined the panel
for stops in Waco and Austin.

Setting Priorities
In a survey conducted before the tour, attendees said they wanted IBAT and ICBA to focus
on the perpetuation of "tailored regulations
for community banks" as a top priority.
"The Dodd-Frank Act has been the
shining example of how poorly constructed legislation results in unintended

consequences," said Williston, who has
served as IBAT's CEO for 27 years. "IBAT
members want to make sure that Congress
puts a mechanism in place to perpetuate
right-sized regulations for community
banks going forward."
IBAT members also indicated their
desire to see Congress address onerous mortgage rules promulgated by the
Consumer Financial Protection Bureau
several years ago, and lessen burdens tied
to HMDA reporting and CRA.

Credit Union Encroachment
Several competitive issues were discussed
throughout the tour, but none more so than
the continued encroachment of credit
union powers.
