was completed in this area using onelane closures."
"The quality of work performed
by McCartney Construction was
excellent. They provided quality
materials that were closely monitored
and placed to provide a very smooth
ride for the traveling public," said
ALDOT Operations Engineer William
M. Corley. "They utilized quality
equipment [and] personnel at the
production plant and at the site
where the asphalt was placed. All
the materials were tested to meet
exact standards for production.
Proven engineering methods for
placement of asphalt were used along
with great communication to provide
a quality roadway."
McCartney credits his paving
crew for contributing to the project's
success. "The crew has been together
for seven to eight years. They are
very experienced, our best group,"
he said. "Other contributors to
this successful project are a topnotch quality control program and
its technicians, and best practices
in material handling and plant
production at the asphalt plant."
McCartney also saluted ALDOT for
playing a key role in the project,
naming DeJarvis Leonard, P.E.
East Central Engineer; William M.
Corley; and Shannon Jones, District
42 District Manager.

Adding Expertise to the Mix
In addition to staff, the company's
close proximity to NCAT is an
advantage that McCartney made
a point to leverage. "We work
really closely with NCAT," said
McCartney. "They've designed
some of our private mixes to
increase our RAP use."
NCAT has also had a positive
influence on the company's
perspective on adopting technology
to ensure it constructs a highquality pavement. After learning
about the benefits of using an
inertial profiler instead of a
profilograph, McCartney made the
decision to invest in the equipment.

An inertial profiler is a high-speed
measurement device to determine
road smoothness in inches per mile.
It is mounted in a van or car that
uses an accelerometer to form an
inertial reference and a height sensor
to measure the pavement surface
height relative to that reference.
After purchasing the inertial profiler,
McCartney Construction sent three
of its technicians to NCAT to be
professionally trained, approved
and certified in the equipment's
proper use.
"The Anniston Eastern Bypass
was one of the pilot projects for
using an inertial profiler as well as a
profilograph in order to determine
the difference in the two methods
of measuring pavement smoothness
of the road. It's better than using a
profilograph alone because it gives
same-day results of your ride,"
McCartney said. "It was used for
our upper binder layers. If we had
a problem with our upper binder
layers, we could adjust for our
surface mixes."

Recognizing Good Work
McCartney Construction strives
for quality in every job. At the
state level, the Alabama Asphalt
Pavement Association has an award
program that the company actively
participates in. "We aim to go for an
award on every job we do, no matter
how big or small," McCartney said.
To recognize everyday achievements,
McCartney Construction has an
incentive plan it calls the "Eagle
Award." Employees are nominated
for doing something that benefits
the company or doing something
particularly well. Nominees receive
a $25 award and a sticker to display
on their hard hat. Each quarter,
a drawing is held for all of the
Eagle Award nominees; the winner
receives $500. The company also has
a bonus for paving crew foremen
if the work is completed without a
revisit. "Some of the foremen split
the bonus with their crews," said
McCartney.

Pennsylvania Turnpike Commission
Pennsylvania Turnpike Reconstruction
of Milepost 43.56 to 47.07
New Galilee, Pa.
The Pennsylvania Turnpike is one
of the fastest ways to travel across
the state from Philadelphia to the
suburbs of Pittsburgh. In the Greater
Pittsburgh Metro area, the PA
Turnpike makes up one of the three
main arteries forming a triangle
around the city.
Lindy Paving Inc., in a joint
venture with Trumbull Corp., was
contracted by the Pennsylvania
Turnpike Commission (PTC) to
reconstruct and widen a stretch
of the turnpike from Milepost
43.56, located 4.1 miles east of Exit
39 - Butler Valley Interchange, to
Milepost 47.07, located 0.5 miles
west of Exit 48 - Allegheny Valley
Interchange. The 3.5-mile project
took two years to complete and
included medians, shoulders,
the removal of the existing
concrete roadway, and full depth
reconstruction of the roadway.
The project widened the existing
four-lane roadway to six lanes.
"Pennsylvania has a relatively
short paving season, April through
October," said Tim Blauch, Lindy
Paving Project Manager. "Due to
various construction activities, our
paving was condensed to about
three to three-and-a-half months
each year, and we placed close to
106,000 tons per season, all while
keeping two lanes open in each
direction for traffic."

A Three-Phase Project
The multi-year nature of the
turnpike project created its own
challenges to ensuring the new
pavement provided a smooth ride.
When a project has such a long
construction schedule, available
materials for asphalt mixtures can
change, personnel changes can
affect consistency in paving, and
