Manager. "When we milled the
existing 2-inch wearing course, we
stockpiled it separately to prevent
it from being contaminated. We
keep all of our turnpike RAP
separate to ensure we can use it in
the future."
After the first layer of base,
each subsequent course was placed
using slope grade controls. Slope
was tightly monitored and checked
every 100 feet behind the paver
with a 10-foot straightedge and
smart level to make sure the slope
was within the +/-0.2 percent
tolerance. Ultimately, more than
6,000 checks were performed
throughout the project.
Work was scheduled to allow a
day between laying each course
of pavement. This allowed time
to complete testing and provide
results to the field. Based on the
test results, adjustments would
be made to the next course. Only
after all corrective actions were
completed on the binder course
did Lindy Paving place the
wearing course.
One critical moment in the
project occurred during Phase II
with placement of pavement that
would determine if the next phase's
eastbound and westbound sides
would meet in the middle with the
correct cross slopes. It was a test of
Lindy Paving's ability to meet the
PTC's specs.
"The complexity of the cross
slope specification prevented us
from running our normal two
40-foot over the screed ski set-up,
which is historically the best way
for us to achieve our lowest IRI and
get a smooth riding project," said
Tomon. "Our final solution to meet
the cross slope spec and have a
good riding project was to run one
ski and run cross slope on the other
side of the paver." This strategy
worked; not only did the pavements
meet up correctly at the median
with the cross slope spec, but a
smooth ride was still attained using
the different technique.

Griffith, Ind.
Indiana's state motto is the
"Crossroads of America" because of
the interstate highway hubs located
within its borders. One of the most
travelled roads in Northwest Indiana
is U.S. 41, which sees upwards of
46,000 vehicles per day. Walsh &
Kelly rehabilitated 8.6 miles of U.S.
41, starting approximately a quarter
mile north of an intersection with
U.S. 30 and continuing south
through the intersection until just
below Cedar Lake, Ind.
"U.S. 41 in St. John, Indiana,
primarily involved mill and overlay
of an existing pavement. The
condition of the pavement at the
time of inspection was excellent
with tight joints, no rutting, and
a uniform surface," said NCAT
Emeritus Director Ray Brown. "The

pavement is subjected to lots of
traffic, primarily automobile traffic,
but does have some truck traffic."  
The company had two very
significant challenges: highvolume traffic control in mostly
urban/densely developed areas
and completing the project before
the Nov. 18 deadline, when
temperatures might drop too low
to ensure density. How did the
company address these challenges?
Planning, coordination, and
communication.
"We had to work closely with the
INDOT engineer, project inspector,
and three different towns to ensure
we could complete the work safely
and smoothly, and open the lanes
back up as quickly as possible," said
Kevin Kelly, Walsh & Kelly President
and CEO. "We had to keep everyone
involved up-to-date, and stay ahead
of schedule by having traffic control
and logistics down to a science."

Walsh & Kelly Inc.'s work on U.S. 41 wasn't a typical "mill and fill" with a thin surface course. The
roadway was milled down 3.5 inches; a 2-inch intermediate and a 1.5-inch surface course were
placed in the rehabilitation of this roadway.
