The work on U.S. 41 wasn't
a typical "mill and fill" with a
thin surface course. The roadway
was milled down 3.5 inches. A
2-inch intermediate and a 1.5-inch
surface course were placed in the
rehabilitation of this roadway.
Every step required planning and
logistic decisions to ensure there
would be no compromise in quality
or crew safety.

Coordinating Traffic
Control and Safety
To address schedule challenges,
and towns' concerns about traffic
and the roadwork's impact on
businesses along U.S. 41, Walsh &
Kelly planned out each shift with
military precision. The company
overlapped millwork with paving
in a rotational pattern so that the
activities were run concurrently in
a circular pattern. In doing so, the
entire project was completed two

months ahead of schedule and seven
percent under budget due to the
related savings in traffic control.
U.S. 41 has two lanes in each
direction, as well as additional turn
lanes. Walsh & Kelly paving crews
took one lane at a time out of service
to pave, with traffic continuing to
flow in both directions around the
lane under construction. When
the crew was ready to tackle the
intersection of U.S. 41 and U.S. 30
- one of the busiest intersections
in the Midwest - Walsh & Kelly
kept the six-lane-each-direction
intersection open throughout every
shift. "That intersection was a
major challenge. When you've got
trucks and cars around, it's hard to
keep the trucks and cars off while
compacting. We did the intersection
all at once, one lane at a time,"
said Robert Duncan, Walsh & Kelly
Quality Control Manager.
Coordination of work allowed
the crew to work efficiently. At the

start of each shift, the old pavement
was milled. Once the milling got
far enough ahead, the asphalt mix
would be brought in so crews could
begin laying down the pavement.
The trucks that delivered the
pavement then filled up with RAP
to return to the plant, drop off
the RAP, and fill up with asphalt
mixture again. To keep the project
ahead of schedule to avoid the cold
temperatures, planning logistics for
each shift was crucial.
To ease traffic congestion and its
risk to safety, much of the paving
work was scheduled at night when
there would be less traffic on the
roads. The contract required traffic
controls to be placed prior to and
picked up immediately following
each shift - 7 p.m. to 5 a.m. Daily
meetings with the traffic control
subcontractor were held to discuss
the quantity of barrels and cones
needed for that day and safety in
