says Tony Mansoorian, the firm's chief operating officer who
currently serves on the C3 board. "The goal of C3 is to create
a sustainable workforce by promoting the building trades as a
lasting career choice for young men and women."
Bellows Construction was one of the first contractors to
join the initiative when it was established seven years ago
to encourage fair pay practices, craft skills training and basic
safety training, Mansoorian says.
"We typically jump out at the edge and lead," Lee says. "We
were the first contractor in the Southwest to have an OSHA
partnership, a joint effort between a contractor and OSHA to
help reduce accidents. We were also the first in the Southwest
to have a safety director, and one of the first in the Houston
area to do a C3 project."
The contractor also shares its safety program's best practices
with the Construction Sector Council of UpSkill Houston, of
which Bellows is a co-chair. An initiative of the Greater Houston
Partnership (GHP), UpSkill Houston is an industry-led collaboration working to attract, train and place people in middle-skill
career paths or jobs.
"By definition, proper training includes safety," says Bellows,
who also sits on the GHP board.
Worker feedback can also enhance even the strongest of
programs, she says. Managers should lead by example and listen
to and empower their employees to foster a culture of safety.
"For instance, from our management team to our foremen,
all of our supervisors are OSHA-30 certified, including me," she
says. "That means we each have had 30 hours of OSHA safety
training. All of our workers are OSHA-10 certified. That's commendable, but we weren't satisfied. We now also require that
all of our subcontractor foremen be OSHA-30 certified and their
workers to be OSHA-10 certified."

Safety is so important to Bellows that she made Lee an officer
of the company, with the title vice president of safety. Lee attends
