THOSE OF YOU WHO were at AGC of America's 99th Annual Convention in New Orleans undoubtedly saw Bill
Noonan of Willis Towers Watson on several occasions. His firm sponsored both the AGC's Construction Safety
Excellence Awards and the first-ever Diversity and Inclusion Excellence Awards. In addition, he participated in
the education track, "Best Practices for Building Diversity & Inclusion in Your Company." Constructor sat down with
Noonan in New Orleans and talked safety, diversity and construction.
Q: HOW HAVE SAFETY PRACTICES
EVOLVED IN CONSTRUCTION?
In my experience, the biggest change
involves culture. Instead of holding a safety
professional responsible for safety, we're
now seeing firms instituting a culture where
everybody's responsible.

Q: LET'S TALK ABOUT THIS
CULTURAL CHANGE.
The number one risk for owners or construction companies is reputation. So, if
you're out there building and your name is
on the site, you feel a responsibility to the
community to get people home at night.
Both safety and quality control can affect
your insurance premiums. When you're a
construction company, no matter the size,
margins are notoriously thin. If you want
to keep your risk low, you have to concentrate on safety and quality assurance/quality control.

Q: HOW HAS TECHNOLOGY
AFFECTED SAFETY PRACTICES?
I would say it's not really technology
- it's data. The technology is just a way
to get there. Today's analytics are better;
everything in construction and efficiency
is impacted by data. Construction safety
had been analyzed by lagging indicators.
For example, how did you do on the project
before? What was your recordable rate? How
many incidences did you have? Now we try to
predict the future. What is it to look out for?
Fall protection has also been impacted
by technology. Within a project design
today, fall protection is thought about long
before it gets to the field: how is fall protection going to be implemented in the way
the building is designed to be built?
