CEO'S LETTER Fighting to Rebuild the Construction Industry's Workforce BY THE TIME YOU read these words, AGC of America will have released its 2016 Construction BY STEPHEN E. And while the numbers may change a bit between when I write and when you read this column, the responses we have received so far make it clear that the lack of available qualified workers remains a significant problem for our industry. That is exactly why we are continuing to push our elected leaders to act now to rebuild what was once a robust pipeline for recruiting and preparing construction workers. Key among those measures is getting Congress to make significant reforms to, and increase funding for, the Carl D. Perkins Act, which funds career and technical education programs - what we once called vocational education - in our public schools. Earlier this summer, a House committee unanimously passed a version of the bill that includes many of the changes, and some of the funding increases, that AGC has been pushing for as part of our Workforce Development Plan. Key among the reforms that we pushed the House to include in their bill is greater flexibility for school officials to use federal funds to teach in-demand skills, like construction. Without those reforms, many school districts have been forced by arcane federal rules to offer programs for jobs that are not in demand any more. The House version of the bill also includes, at our request, new language that will make it easier for high school students to receive school credits for on-the-job training. More important, the legislation includes an increase in funding for career and technical education, reversing cuts and level funding in the last several years and can help alleviate the labor shortages many firms are currently experiencing. And while we have been pushing for an even more substantial increase in Perkins Act funding than what the measure contains, the fact is this bill provides an 8 percent boost over the length of the bill for the kind of secondary skills-based training that will not only prepare students for careers in construction, but signal to many that construction is a career worth considering. We are pressuring the Senate to build on the House measure by finalizing their own legislation that provides an even more substantial funding increase while maintaining many of the policy reforms we were successful in getting included in the House bill. You can help too by contacting your own senators and asking them to make sure they take up this measure as quickly as possible this fall and to consider an additional boost to funding levels. Yet as important as the Perkins Act is to helping rebuild career and technical education in this country, we understand more needs to be done. That is why we will continue to push for action on the other elements of our Workforce Development Plan, including immigration reform, making it easier to start construction career academics and charter schools that focus on construction skills, and finding ways to ease veterans into careers in construction. The last thing we want is for firms to pass on projects because they do not have enough workers. Not only would this undermine the construction industry's recovery, it would also hamper broader economic growth by depriving the economy of the spending that comes with having more people employed in high-paying construction careers.
