information isn't available to the decision makers."
CREATING AN ACTION PLAN
Lawyer and radio personality Larry Elder once
said, "A goal without a plan is just a wish." In other
words, setting goals is just the first piece of the
puzzle-particularly when it comes to shaping
the future of an entire industry. This is precisely
why the NPMA is working diligently to draw up
an action plan that will help the industry reach
these four lofty goals.
"Since the summit, NPMA leadership and staff
have worked on identifying key objectives and
tactics under each of these goal areas," NPMA CEO
Dominique Stumpf said. "The next step is prioritizing these objectives into 1, 3, or 5-year strategies and presenting them to the NPMA Board

of Directors for approval." She said the NPMA
plans to share this strategic plan with members
in January 2017.
Of course, the P3 Summit participants do not
expect these industry-wide improvements to
come to fruition overnight. "This is a continual process," Ives explained. "What we've done is create a
framework and ideas to feed into this framework."
He said there will be a lot of work behind the
scenes to flesh out ideas and identify measurements to ensure the industry is making progress.
"It's kind of like watching a swan glide across the
lake and knowing the legs are going crazy under
the water," Ives said. "There's still a lot to be done.
But I do think the vision supported by these goals
is going to be visible to the membership in meetings and other communications from their state
associations and the NPMA." 	●
