Today, 98 percent of Conway County
residents are connected to the water
system. "I remember being told about
a school system in the northeast corner
of the county that was going to close if
we had not been able to connect them
to the water system," says Wear. "Other
county residents were happy that they
no longer had to drive into the city to
launder clothes."
In 2012, the safety provided by a
well-maintained water system became
a critically important benefit of the
USDA support for expansion throughout
the county. "A natural gas pocket
was discovered in the county and the
fracking operation disturbed underground
aquifers, which affected residents
who opted to continue on well water,"
explains Wear. "Because we had a
system in place, the majority of residents
who had not hooked up to the water
system chose to do so."

Initially, Morrilton residents were
concerned about expansion into the
county - fearing that they would pay
higher rates so that other residents
could have water. "If we had to finance
the initial purchase of the city system
and the expansion into the county
through bonds or private lenders, the
expense would have made monthly bills
unaffordable, which would have limited
the number of residents willing to pay
for the service," says Wear. While the
average water bill is $40 per month, the
use of non-USDA funding sources could
have resulted in bills two or three times
as much, he adds.
Because revenue increased with an
increase in new customers, the utility
has been able to pay for maintenance
and necessary upgrades along the way.
"Our last USDA loan was in 2002, and
we will be debt free in December 2017,"
says Wear.

Rural water is a
good investment
With a loan repayment delinquency
rate of less than one-half of one percent,
Wear points out that the USDA program
is a self-sustaining program. "With a
ratio of 70 percent loan to 30 percent
grant, the low interest on the loan
typically covers the amount of grant
money," he says.
"The USDA Rural Water program is
an investment that provides value to local
communities and to the USDA," says
Matt Holmes, deputy CEO of National
Rural Water Association (NRWA). "These
programs create the infrastructure that
provides safe, clean drinking water to all
U.S. residents."
Although there are other funding
sources that rural water and wastewater
organizations can approach, they present
challenges that some rural systems may
find insurmountable, says Holmes. In
