* Petitioned EPA to delay the effective
date of the proposed new Risk
Management Plans' Rule for an
additional 20 months to consider
significant changes to the previous
Administration's proposed rule (EPA
announcement).
* Petitioned EPA for maximum flexibility
under new EPA rule to require water
utilities to distribute water samples taken
by independent organizations (e.g. Girl
Scouts).
* Urged the Senate to pass legislation to
expand wastewater technical assistance
under the CWSRF. Senate bill S. 518

was introduced by Senators Wicker
(MS) and Heitkamp (ND) on March 2
and passed the Senate Committee on
Environment and Public Works on
May 17.
Additional policy issues under review
include proposals to: allow the drinking
water state revolving fund to fund only
a portion of a water utility that would
allow very large water utilities to receive
the disadvantaged communities' portion
of the SRFs; include new requirements
on the drinking water state revolving
fund to ensure consideration of low-cost
bids; make non-profit, non-municipal

wastewater utilities eligible for clean
water state revolving funds; and
comment to EPA on the content of a new
Waters of the United States rule.
Fulgham made assembling a "Rural
Water" package of regulatory reforms for
small and rural communities to petition
the new president a priority for the
committee. On May 15, 2017, NRWA
filed comments on the record to the new
EPA. The following is the first
page summary:
"NRWA appreciates the opportunity
to comment on EPA's request to seek
input on regulations that 'are outdated,
unnecessary, or ineffective; impose
costs that exceed benefits...' Rural
and small communities support the
Administrations' objective to reform
federal regulations that, while wellintended, are having an adverse effect
on public health by mandating the local
communities and consumers pay the
cost of federal compliance that they
don't believe is resulting in the most
preferred public health or environmental
policy. This dynamic is especially
acute and problematic on economically
