As part of the Regulatory
Committee's activities, a separate
committee typically is appointed to the
EPA's National Drinking Water Advisory
Council (NDWAC), which is the main
public advisory panel to EPA for drinking
water issues as authorized under the
Safe Drinking Water Act. Regulatory
Committee member Wilmer Melton
(City of Kannapolis, North Carolina) was
appointed to the NDWAC committee in
the spring of 2016.
The NDWAC is advising EPA on a
host of drinking water issues including
the EPA's revised lead rule, new drinking
water contaminants, harmful algal

blooms, enforcement policies, the
recent National Drinking Water Plan,
etc. Melton has used his position as
a council member to advance small
and rural community water issues,
including the need for technical
assistance, the success of local
source water protection efforts and
the need to make federal regulations
reasonable and workable in small
water utilities. Melton said, "The
direct interaction with all the water
leaders in EPA is helpful in educating
the Agency to craft new regulations
for all sizes of water utilities.
The NDWAC and EPA often
charter workgroups of ancillary
advisory committee that are
tasked with reviewing specific EPA
rules making recommendations
to the federal government. These
workgroups and committees are
typically chartered for a temporary
duration to assist the federal
government (i.e. EPA) with the
crafting of major rules. NRWA
members are appointed to panels
