With a generator, they could begin
pumping one side of the city toward the
wastewater treatment plant. Hope and
the Everglades City staff used the vacuum
trailer to pump out lift stations on the other
side of town, and transport the wastewater
to the wastewater treatment plant. The
trailer proved to be a valuable piece of
equipment-its user-friendly design and
automatic shutoff allowed crews to quickly
pump one station and move to the next.
Around 7 p.m. that evening, power
started being restored to parts of the city.
FRWA returned the next day to ensure the
lift stations remained functional
"They were a big help," Beaty said
of FRWA's assistance. "They kept the

stations pumped out until we were able
to make some repairs. It was awesome-
Rural Water kept us flowing."
There was much devastation in Irma's
wake. FRWA continued to monitor the
state and transfer equipment from one
system to another until all of the systems
in Florida were at their full capacity.
The last generators arrived back at
the warehouse in Cairo the evening of
October 9, making this a month-long effort
for FRWA.
Another aspect of Rural Water's first
responder reputation is WARN. Water/
Wastewater Agency Response Networks
(WARNs) are a network of utilities
organized within a state to facilitate

the exchange of resources after an
emergency. The EPA has long worked
with local and state government and
water sector associations in support of
WARNs, including conducting exercises
and training, and developing tools and
resources.
The value of Florida's WARN system,
FlaWARN, is incalculable. The teams that
were deployed hit the ground running
without additional training and education
needed, and they knew how to operate
equipment safely and efficiently.
FlaWARN is fortunate that the state
of Florida Department of Emergency
Management (DEM) purchased 16
generators, sized between 65kW-80kW,
and a bypass pump for use at utilities.
FRWA maintains these generators, as well
as another 17 generators and a bypass
pump owned by their association. Prior
to the storm, the larger generators were
loaded on semitrailers and were ready
to roll out as soon as the storm passed.
FRWA staff worked around the clock to
deliver these assets.
FlaWARN received over 130 requests
for assistance. Some utilities were brought
back online as FlaWARN was en route. The
