resources most frequently requested were
generators under 100KW for lift stations
with crews to hopscotch them from lift
station to lift station to prevent sanitary
sewer overflows. FlaWARN also deployed
system operations specialists, electricians,
bypass pumps, pumper trucks and other
equipment. Very few water or wastewater
plants received significant structural
damage.
A call center was developed by the
State Department of Environmental
Protection (DEP) to determine the
operational status of drinking water

and wastewater treatment facilities and
distribution systems across the state.
This is a coordinated effort between DEP,
USACE, EPA, DHS, FRWA, FlaWARN,
DEP district offices and local county health
departments. This information was used
to determine what local resources were
available to meet needs and pair with
mission assignments.
FEMA issued an ESF3 Mission
Assignment (MA) for USACE to assist
with inspection of water and wastewater
facilities. Implementing procedures from

Mission Assignment Subtask, was issued
to deploy R4's WERT to assist USACE with
their MA. To date, EPA has deployed three
WERT members to Florida for technical
assistance and activated a 36-member
phone assessment team in the regional
office. Resource needs (generators, fuel,
etc.) identified from the assessments
were then forwarded to the State EOC
for action. Successful coordination is a
direct result of the training and tabletopexercises that have taken place between
these groups, such as the 2015 FL
Functional Exercise and participation in the
2015 Interstate Mutual Aid workshop held
in Georgia.
Although this hurricane hit South
Florida hard, her impact was felt across
the entire state. Ninety percent of all of
Florida water utilities had some impact and
affects. Water and wastewater systems
were without power from the Florida Keys
to our capital.
Even though many systems were
struggling to get and stay operational,
they did not hesitate to send help to
others when and where they could. Many
systems helped by supplying staff to assist
where needed in operations, line repairs,
generators, pumps and transporting
equipment to other facilities. If they could
not supply manpower, they supplied extra
equipment to neighbors. Florida has never
seen such a massive impact to our state
as Hurricane Irma. Without every system
stepping up and pitching in, our industry
would not have been able to recover
so quickly. ●
