the system with diesel fuel is easy to
identify, but most cross connections are
much harder and may be impossible to
find. Providing alternate sources of water,
a need in many emergencies, may also be
a factor. Water contamination incidents
rise during summers when drought is
experienced. Customers often connect
their plumbing to unapproved sources
of water during drought in an attempt to
preserve outdoor landscapes. Therefore,
public awareness also becomes a factor.
A water outage may be triggered by
several factors, and in many cases such

as a pump failure, the cause is obvious.
In other cases, such as a large leak in a
remote location or a spring line clogged
with debris, the cause may not be so
obvious. Drought, the bane of western
water systems, may once again be a factor
as spring discharges decrease and well
pumping levels and production fall. Leak
detection equipment, in-line cameras
and plain old foot work have all been
used to help find a problem causing a
water outage.
Wildfires present a unique response
effort. Generally, the initial response is

to stay out of the way until the fire is
contained. When it is safe to be in the
area, assessments need to be conducted
regarding system structural damage and
potential system contamination due to fire
suppression chemicals. Water treatment
plants have seen a sudden spike in nitrate
levels, which were eventually determined
to be caused by suppression and
revegetation efforts due to a fire many
miles away.
All emergency response also requires
that the public be kept informed of the
problem, what actions they should take
to protect themselves, what solutions
are being implemented and when
available, a timeline as to when things are
expected to be back to normal. When the
affected water system does not have the
resources in place to inform their public,
it may fall to the responding entities to
assist them in doing this.
Response to a Utah water or
wastewater emergency, after the first
response by system personnel, nearly
always ends up being from a Rural Water
Association of Utah (RWAU) field staff
employee. As RWAU staff are spread
across a large state, they are most likely
to be in proximity to the incident. Utah
Divisions of Drinking Water, Water
Quality and Emergency Management
have learned to rely on the response
and assessments provided by RWAU
field staff.
