have service connection addresses (such as
renters, apartments, nursing homes, etc.).

the methods to reach those consumers."
The relief is not being realized by small and
rural communities because the Agency has
not updated their January 3, 2013 Policy
Memorandum which limits the delivery
flexibility to Consumer Confidence Reports.

The power of an association: NRWA
has been actively petitioning Congress
for the past year to protect funding for
the USDA Rural Water initiatives from the
proposed budget request for elimination-
and to direct any new federal water
infrastructure funding to the existing
federal initiatives (USDA and the SRFs) that
target the funding to communities with
the greatest need. Last week's enactment
of the Omnibus Bill marks the success
of the campaign and demonstrates the
power of an association where everything
NRWA accomplishes, from securing many
millions of dollars in technical assistance
funding, to reducing the regulatory burden
from federal rules and successfully
petitioning Congress for billions of dollars
in water infrastructure grants each year,
only happens because of your grassroots
involvement. Our grassroots network is
our greatest strength, and only by all of
us acting together can we manifest that
strength effectively in support of our policy
priorities. By organizing together with a
common agenda, we can accomplish what
none of us could achieve on our own.
Senators Wicker (MS), Hatch (UT),
Rubio (FL) and Burr (NC) question EPA
on allowing small communities to
delivered Tier 2 public notices with
internet: This effort was initiated in 2015
by Senator Wicker, who initially inquired
about it to EPA. Subsequently, Senator
Hatch made an inquiry, and electronic mail
correspondence was transmitted to EPA
from Senators Burr and Rubio. Last week,
the Agency replied that, "EPA will continue
to discuss the important issue of electronic
delivery of certain public notices... as
resources allow." However, it appears the
Agency had previously determined that the
relief we are requesting is authorized. In
