public health and the environment, modern
water infrastructure is a foundation for
prosperity in rural America. Since joining
the Department of Agriculture last year,
I have had a chance to see this firsthand
in rural places across our country-from
Elkins, West Virginia to Gifford, Illinois.
I have also had an opportunity to meet
many of you as grassroots leaders who
are a powerful voice for infrastructure in
small town USA. And, I am grateful for
your partnership.
Under the leadership of President
Trump and Secretary of Agriculture Sonny
Perdue, rebuilding infrastructure in rural
America is a key priority. We believe that
modern infrastructure is a necessity-not
an amenity-for any community to thrive,
and when we address this need, many
other challenges in rural places become
much more manageable. I recently saw
this in a visit to West Point, Georgia where
a modern water treatment plant was
critical to landing a new auto manufacturing
plant that has brought thousands of quality
jobs to the area-forever changing this
community and the surrounding region.
For local leaders like Steve Tramell, Mayor
of West Point, reliable water infrastructure
is an essential engine for bringing these
opportunities to life.
To see more opportunities like the Kia
plant move ahead, we must work together
to build strong rural communities. To be
ready for these advances, rural places
need a quality workforce, local leadership
capacity and essential partners like the
National Rural Water Association (NRWA)
at the federal, state and local level.

Particularly in communities of 10,000
people or less, bringing these ingredients
together can be no small feat.
To meet this challenge, Secretary
Perdue created a Rural Development
Innovation Center at the Department
of Agriculture. There, we have a team
of staff devoted to work hand-in-hand
with community leaders to help them
find fresh and creative solutions to solve
existing challenges and embrace new
opportunities. Working with organizations
like NRWA, we can help small towns build
new partnerships and access data to make
strategic decisions. We can also simplify
the process and application requirements
by driving regulatory reforms that create
faster, friendlier and easier service for our
rural customers.
As we look out on the horizon of rural
America, we share a common vision in
the need to train and support a reliable
rural workforce. We applaud NRWA's
leadership in building an apprenticeship
program to develop the next generation of
water utility system operations specialists.
In my home state of Indiana where, like
many other parts of rural America, more
than 50 percent of water and wastewater
system operations specialists plan to retire
in the next five years, the apprenticeship
model has been very successful in
planning for the future and creating
quality job opportunities for young people
living in small towns. This successful
model is exactly the sort of best practice
that we want to lift up in the Innovation
Center's work-and help replicate in other
states and across other industries in the
rural economy.
