The Road Explorer - Fall 2017 - 11

While the law allows (under certain conditions
listed here) compressed oxygen and refrigerated liquid
oxygen cylinders on a motor coach or bus, operators should
check with their insurance company to see if there are
any provisos in their policy that prohibit the carriage of
dangerous goods.

Vulnerable Road Users

to the federal Transportation of Dangerous Goods Act
(TDGA) and Regulations.
* Propane (UN 1978) and Liquefied Petroleum Gas (UN 1075)
Propane in any amount or size of cylinder is forbidden on
a motor coach or bus (except for propane required for the
operation of the vehicle itself, galley appliances, etc.)
* Refrigerated Liquid Oxygen (UN 1073)
Can be carried on a motor coach or bus only if it is for
medical use and the cylinder size does not exceed one litre
(.22 Canadian gallons or .26 U.S. gallons)
* Compressed Oxygen (UN 1072)
Oxygen cylinders being used or carried for the personal use
of a passenger on the bus are exempt from all requirements
of the TDGA and regulations ("medical article exemption").
If not for personal use, oxygen cylinders can be carried on a
bus provided the following conditions are met:
1. The total capacity of all oxygen cylinders on the bus
does not exceed 75 litres;
2. The cylinder is designed, constructed, filled, closed,
secured and maintained so that under normal
conditions of transport there will be no accidental
release of gas;
3. The cylinder is not for resale or commercial/
industrial use;
4. The cylinder is of a size and type available to the
general public at retail outlets;
5. The combined weight of oxygen cylinders and any other
dangerous goods on the coach or bus doesn't exceed
150 kg (330 lbs.).
There are no stipulations as to where the cylinders are
placed in the coach or bus provided they are secure and won't
roll about.

Transport Canada has launched a consultation and
review of the policies, practices, legislation and regulations
that protect Vulnerable Road Users (VRUs) such as
pedestrians, cyclists and motorcyclists. Motor Coach
Canada has been involved in the review and discussions
that impact commercial and passenger traffic when
comingling with VRUs. While the dialogue and review
continues, MCC would like to remind coach operators
that some of the biggest factors in the interest of safety are
checking blind spots, reducing speed, anticipating light
changes, defensive driving tactics, leaving adequate space
and yielding to VRUs. This is by no means inclusive; there
are many other safety measures and practices that can
protect VRUs, but these are generally top of mind when
the discussions around safety and VRUs initiate. MCC
will continue to provide tips and updates as the review and
recommendations progress.
