A MESSAGE FROM THE PRESIDENT & CEO

Deploying Broadband Infrastructure
Will Benefit Rural America and Beyond

T

his year began with a strong
focus on deploying broadband
infrastructure in rural America,
a major goal for Congress and the
Administration in 2018. The fact of the
matter is that many areas across the
country, particularly in remote and
rural locations, unfortunately still lack
sufficient mobile broadband services.
In today's world, having connectivity
no matter where consumers live, work
or travel is a necessity for a plethora of
reasons - safety, educational, economic,
health, social - the list goes on, and we
must do everything possible to ensure
seamless coverage across the country.
CCA has been and continues to
be a strong supporter of promoting
mobile broadband deployment in rural
areas, and has been working closely
with policymakers in Congress and
at the White House to help achieve
this important goal. Shortly after the
President took office, the Administration
created the Rural Prosperity Task Force
(Task Force), which focused on finding
ways to help improve life in rural
America. After months of research and
hard work, in January the Task Force
released a report to the President and

rightly recognized e-connectivity as a
primary funding source to help foster
rural prosperity.
The Task Force, chaired by Department
of Agriculture Secretary Sonny Perdue,
included participation from Federal
Communications Commission Chairman
Ajit Pai, which was key to ensuring
broadband issues were addressed. CCA
was invited to attend the announcement
on the day the report was released, and
shortly thereafter, the President issued
an Executive Order and a Presidential
Memorandum to streamline broadband
deployment in rural areas, particularly
mobile broadband. These actions were
an important step in the right direction,
especially for rural America, but it is just
the start, as further executive actions are
expected to follow.
The White House has been direct
in highlighting the significance of the
first presidential policy address of the
year focused on rural broadband, and
CCA is pleased that the Administration
recognizes the importance of ensuring
that rural areas have services comparable
to their urban counterparts. CCA members
serve some of the most rural and difficultto-reach areas and are ready and willing
to build out in these locations. Reducing
regulatory barriers to infrastructure
deployment not only will help bridge the
digital divide, but also will help stimulate
economic growth and create jobs, which
is something every policymaker wants
to see.
The Task Force report also importantly
includes allowing infrastructure builds

on federal facilities. Our country's federal
lands are certainly part of what makes
"America the beautiful," but these areas
need seamless coverage just as much
as any other location, especially during
emergencies. Policymakers, industry
players and other involved parties can
work together to achieve a win-win
scenario for all involved. These lands are an
important part of the U.S. and should not
be left behind in the digital world.
Congress also is keenly focused on
infrastructure. Last year Congress held
several hearings, and CCA testified
three times relating to broadband
deployment. 2018 is the second session
of the 115th Congress, and it is also
an election year for many Members
of Congress. All policymakers want to
ensure their constituents have access to
robust mobile broadband, and there is
a real opportunity for rural broadband
deployment to be a bipartisan effort.
There is no question that CCA has a
voice at the table on these important
discussions and direct involvement
from CCA member companies has
and continues to make a lasting
impact on policymakers. I encourage
all members to get actively involved
in this important issue if you are
not already. Time is of the essence
for communities and areas without
sufficient mobile broadband service.
Now is time to legislate, and CCA looks
forward to working with Congress
and the Administration to advance
infrastructure bills as expeditiously
as possible.
