STRUCTURING THE FUTURE

T

he United States continues to deal
with the aftermath of a particularly
brutal year of weather-induced
natural disasters. An unprecedented 2017
Atlantic hurricane season unleashed massive
destruction in Texas, Florida and throughout
the Caribbean. Meanwhile, devastating
wildfires raged in the West, ravaging
entire communities indiscriminately and
instantaneously.
As communities, and sadly entire
territories in Puerto Rico and the U.S. Virgin
Islands (USVI), still struggle to restore even
the most basic infrastructure services, it is
abundantly clear that mobile broadband
connectivity is an essential service in
today's world. The Federal Communications
Commission is already looking to address
preparation and recovery shortfalls that may
have occurred as they prepare to deal with
future disasters1, and CCA is working with
several federal agencies to provide critical
information to assist members in times
of need.
Amidst the devastation and recovery
efforts, several CCA members sprang
into action when it was most needed,
and helped recover vital wireless services
for emergency personnel, government
services, hospitals, food distribution centers,

families and more. As an Industry Partner
member of the National Cybersecurity
and Communication Integration Center
(NCCIC) within the Department of
Homeland Security (DHS), CCA is able to
provide members with critical resources
when disasters strike. The National
Coordinating Center for Communications
(NCC) continuously monitors national and
international incidents and events that
may impact emergency communications,
including weather events. The NCC Watch
leads response and recovery efforts at the
federal level, coordinating with the Federal
Emergency Management Agency (FEMA) to
provide and manage federal assistance both
on the ground and from Washington, D.C.
As an Industry Partner, CCA sits on the
NCC Communications Information Sharing
and Analysis Center (COMMS-ISAC), which
provides a direct line of communication
to the federal government for CCA to
share and receive vital information on
carrier needs and capabilities for network
restoration. COMMS-ISAC coordinates with
other federal agencies to immediately
resolve any outstanding issues that may be
inhibiting communications
restoration efforts.
Category 5 Hurricanes Irma and Maria
both made direct landfall on the U.S.
Virgin Islands, devastating the territory
twice in two weeks. These powerful
storms created an extremely challenging
situation for Viya, the incumbent carrier
on the islands and subsidiary of CCA
member ATN International (ATNI). ATNI
reached out to CCA and utilized its access
to the COMMS-ISAC to coordinate and
improve efforts on the ground with the
federal government's resources. Through
these partnerships, CCA was able to help
identify and secure direct shipments of
crucial devices, backhaul equipment,
COWs, fuel and emergency generators.
With immediate help from CCA, ATNI and
Viya had access to direct communication
between FEMA and DHS to address

the immense challenges Viya's team was
experiencing, and continues to experience,
to bring the islands' networks back online.
By utilizing these important resources,
Viya and ATNI cut through bureaucracy at
every level, including maneuvering around
closed ports, expediting emergency U.S.
Visa documents for foreign tower workers,
and coordinating with local officials on
temporary siting issues. CCA provided
daily back-briefs and situation reports from
COMMS-ISAC industry partner calls, freeing
up vital working hours for Viya's team to
continue critical network restoration efforts
in the USVI.
NCC Watch and COMMS-ISAC maintain
a steady sentry against the perils of
vulnerabilities facing wireless networks
in devastating situations, even those that
occur in quick succession. CCA serves as
a liaison resource for members needing
critical information during times of
emergencies, and all members should
be aware and take advantage of these
important partnerships in times of need.
In disaster situations, even a few seconds
without communications capabilities can
be devastating. CCA is here to serve as a
resource to help members weather tough
storms, just as our members are there for
their customers and communities.
